Czech,ANO party to form minority govt
The winners of the Czech election, the ANO party, will attempt to form a minority government after being shunned by other parties in coalition talks, Reuters reports. The party’s head, Andrej Babis, said on Tuesday after a meeting with the president that he hoped to have a new government by the Christmas holiday towards the end of the year. President Milos Zeman also said he would give Babis a second attempt at forming a government if his first attempt failed in a confidence vote in the lower house.
Leaders meet to fight against terrorism, drug trafficking
Russian, Azerbaijani and Iranian presidents will discuss joint efforts to combat terrorism, extremism, drug trafficking and transnational crime during a summit in Tehran on November 1, the Kremlin press service said Tuesday. The parties are also seeking “to pursue a coordinated policy in the global hydrocarbon markets,” TASS said, citing the statement. The countries have maintained active cooperation within the Gas Exporting Countries Forum, where Russia and Iran are the organization’s members, while Azerbaijan is an observer.
Clean Water, Sanitation Vast Challenges Bangladesh
Cox’s Bazar – Since 25 August, over 607,000 Rohingya refugees have crossed the border into Bangladesh from Myanmar.
Although the number of new arrivals is now slowing, people continue to arrive in the makeshift settlements of Cox’s Bazar every day, bringing the total Rohingya population of the district to over 820,000.
The settlements are dangerously congested and overcrowded and the pressure on sources of clean drinking water and basic sanitation are enormous. Having walked for days without water and food, the refugees arrive to the settlements exhausted and thirsty. Many are ill.
“All of the spontaneous and makeshift sites where the Rohingya have sought shelter are in urgent need of water, sanitation and hygiene (WASH) support to prevent diseases and to restore basic human dignity,” says IOM WASH expert Antonio Torres. “Existing WASH facilities are not yet sufficient to cope with this number of people,” he notes.
The Inter Sector Coordination Group (ISCG), which coordinates the work of aid agencies in Cox’s Bazar and is hosted by IOM, estimates that of 750,000 people initially targeted for WASH assistance, some 530,000 have now been reached. The UN Humanitarian Response Plan estimates that over the next six months, some 1.166 million people in the Cox’s Bazar settlements and host communities will need WASH assistance.
IOM, the UN Migration Agency, is providing vital WASH services to both the Rohingya and the communities hosting them, while scaling up its work to meet the needs of new arrivals.
In total, some 100,000 people already directly benefit from IOM’s WASH activities in the makeshift settlements. Since early September, it has constructed around 785 latrines for the refugees. It has also constructed 14 wells with hand pumps providing over 14,000 people with clean drinking water. It also puts in place systems to manage and maintain the facilities.
Before the crisis, IOM installed a total of 241 hand pump wells and 1,882 latrines in the settlements. All the wells have to be drilled by hand as the terrain is too inaccessible to bring in machinery. The wells have to be drilled to depths of over 150 meters to reach aquifers free of contamination.
IOM also operates and maintains water treatment and supply systems that provide the refugees with over 240,000 liters of safe drinking water every day. It has also trucked in over 741,000 liters of drinking water to remote settlements.
In addition it has built small dams and reservoirs to ensure that sites with limited access to groundwater have enough clean water to make it through the upcoming dry season.
Although, many thousands of refugees now have access to water and sanitation, far more remains to be done to prevent disease outbreaks. Poor road access and insufficient drainage in the displacement sites also make it difficult to reach new arrivals with the urgent support and services they need, including WASH.

Taliban increases control in Afghanistan
Taliban has increased the amount of territory it has influence in or controls in Afghanistan in the past six months, a US watchdog agency said on Tuesday. As of August 2017, 13 percent of the 407 districts in Afghanistan were under Taliban control or influence, compared with 11 percent in February, the Special Inspector General for Afghanistan Reconstruction, or SIGAR, said in a report. That means an additional 700,000 people now live in districts where the Taliban at least has some influence, Reuters said. The security situation in the country remains precarious even as the US has committed several thousand more troops.
Suicide bomber attack killed four in Kabul
A suicide bombing in Afghanistan’s capital, Kabul, has killed at least 4 people and injured 13 others.
The Afghan interior ministry says a young man blew himself up on Tuesday evening in the heavily fortified diplomatic quarter known as the Green Zone.
The explosion took place near the Australian Embassy, but police say the mission suffered no damage.
Back in May, more than 150 people died in the same area when a truck loaded with a huge amount of explosives blew up.
The Amaq news agency, which has links with the Islamic State militant group, claims that the group carried out the attack.
The group has lost its self-proclaimed capital of Raqqa in northern Syria, but its regional organization in Afghanistan has been active in carrying out terrorist attacks.
Robust global economy helps Japanese corporates
The strong performance owes generally to a solid global economy, three factors played particularly significant roles. One is worldwide demand for chips as the expanding “internet of things” pushes demand for memory at data centers and elsewhere.
Shin-Etsu Chemical’s net profit for the half climbed 27% to an all-time high of 110.7 billion yen. The supply-demand balance for silicon wafers used in chip production “has been extremely tight since January, and it got even tighter after summer,” Senior Managing Director Masahiko Todoroki said.
Sony reported Tuesday a net profit of 211.7 billion yen ($1.86 billion) for the half through September, eight times the figure from the same period last year and its first record high for the half in a decade. “The demand for semiconductors and television sets surpassed our expectations,” said Executive Deputy President Kenichiro Yoshida. Brisk sales of image sensors contributed as well.
Japan Airlines enjoyed a 9% year-on-year net profit increase to 77.9 billion yen, with the favorable global economy spurring travel and transport.
As Infrastructure and capital spending started to pick up this led to help Mitsubishi Electric post a record net profit of 131.1 billion yen, a 48% increase.

France ends state of emergency,
Two years after militants killed 130 people in attacks across Paris, France has officially ended its state of emergency. This was replaced with the introduction of a new anti-terrorism law that critics say undermines civil liberties,Media reports.
The security law, effective from Wednesday, gives police extended powers to search properties, conduct electronic eavesdropping, and shut mosques or other locations suspected of preaching hatred. “Some dread that now that we are out the state of emergency there could be a drop in vigilance, it is the opposite,” French Prime Minister Edouard Philippe said. The new legislation transposes some of the measures contained in the state of emergency rule into law with some modifications.

Three killed in shooting at Colorado Walmart store

Three were shot dead at a Walmart store in Colorado on Wednesday evening, police said, in the latest case of US gun violence.
Thornton is city of about 120,000 people roughly 10 miles (16 km) northeast of Denver.
Avila said that police were called to the store and that the gunshots had ceased by the time the first officers arrived at the scene.
An hour after the incident, the situation, the nature of the incident or status of the threat remained unclear, he said.
US Local news reported that a woman whose son was in Walmart had told her that he had heard about 30 gunshots and was still inside.
There were two “confirmed deceased adult males”. One woman was taken to the hospital where she succumbed to the wounds.
Police in Thornton, Colorado, did not release any information on the assailant, it was not clear if an assailant had been taken into custody, taken his own life or been slain by officers.
“We’ve got multiple parties down, we’re still trying to ascertain what their conditions are,” Officer Victor Avila of the Thornton Police Department told Reuters.
About an hour after the initial alert the Thornton Police Department said on Twitter that the gunfire had ended at the store, which was surrounded by police and fire crews.
“At this time this is NOT an active shooter. Active crime scene. We will update as info becomes available,” the police department said in a tweet.
Suu Kyi visit to crisis-hit northern Rakhine
Myanmar’s leader Aung San Suu Kyi arrived on her first visit to conflict-battered northern Rakhine State on Thursday, an official said, an unannounced trip to an area that has seen most of its Rohingya Muslim population forced out by an army campaign.

Suu Kyi, a nobel laureate who leads Myanmar’s pro-democracy party, has been hammered by the international community for failing to use her moral power to speak up in defence of the Rohinyga.
Around 600,000 of the stateless minority have fled to Bangladesh since late August carrying accounts of murder, rape and arson at the hands of the Myanmar’s army, after militant raids sparked a ferocious military crackdown.
The UN says that crackdown is tantamount to ethnic cleansing, while pressure has mounted on Myanmar to provide security for the Rohingya and allow people to return home.
“The state counsellor (Suu Kyi´s official title) is now in Sittwe and will go to Maungdaw and Buthiduang too. It will be a day trip,” government spokesperson Zaw Htay told AFP, mentioning two of the epicentres of the violence but without elaborating on her schedule.
It is her first trip in office to northern Rakhine, which has hosted the worst of the communal violence that has cut through the western state since 2012, severely damaging Myanmar’s global reputation.
It was not clear if Suu Kyi would visit the hundreds of Rohinyga villages torched by the army — allegedly aided by ethnic Rakhine Buddhist locals — or if she would be taken to see remaining clusters of the Muslim group, who are living in fear and hunger surrounded by hostile neighbours.
Thousands of others are believed to still be camped on a beach near Maungdaw awaiting boats to Bangladesh in increasingly parlous conditions.
The Rohingya are hated in Buddhist-majority Myanmar, where they are denied citizenship and widely dismissed as illegal “Bengali” immigrants.
Observers say Suu Kyi has chosen not to criticise the army in fear of a backlash from a powerful institution that controls all security matters.
The plight of the Rohingya also garners little sympathy inside Myanmar, making any defence of the minority a politically unpopular cause amid surging Buddhist nationalist sentiment.
Suu Kyi heads a committee charged with rebuilding Rakhine and repatriating Rohingya from Bangladesh who meet strict criteria for re-entry to Myanmar.
On Wednesday, the government spokesperson accused Bangladesh of delaying the start of repatriation.
Dhaka has yet to send an official list of the Rohingya who have fled since August 25, he told AFP.
The Rohingya have packed into makeshift camps on a poor, already overcrowded slip of border land inside Bangladesh.
Aid groups say the risk of major outbreaks of disease is high while they struggle to deliver food and basic supplies to the unprecedented number of refugees.

FSSAI – Doesn’t Control Raw Foods Supply to Factory-Retail
November02, 2017 (C) Ravinder Singh progressindia2015@gmail.comFSSAI acknowledges on its website that 33% of food is lost between Farms and Consumption. Nutrition loss could be even 50% when food is delivered after many days of delay and store and transported in Unhygienic Conditions. We see on YouTube how Potato or other Fresh Crops are cleaned and Packaged for Long Distance transport or to nearby factory within hour of harvest.FSSAI didn’t acknowledge it has no control over Supply of Raw Foods to Factories, Mandis, Stores and Retail. I wondered why there is no SAMPLING at Markets like Azadpur, or Cold Stores, or Street Vendors or FCI Stores etc. FSSA 2006 didn’t empower FSSAI to inspect the Unhygienic RAW FOODS Supply Chain.

FSSAI acknowledges on its website that 33% of food is lost between Farms and Consumption. Nutrition loss could be even 50% when food is delivered after many days of delay and store and transported in Unhygienic Conditions. We see on YouTube how Potato or other Fresh Crops are cleaned and Packaged for Long Distance transport or to nearby factory within hour of harvest.
FSSAI didn’t acknowledge it has no control over Supply of Raw Foods to Factories, Mandis, Stores and Retail. I wondered why there is no SAMPLING at Markets like Azadpur, or Cold Stores, or Street Vendors or FCI Stores etc. FSSA 2006 didn’t empower FSSAI to inspect the Unhygienic RAW FOODS Supply Chain.
Harbhajan Singh was fined and put in quarantine for carrying UNCLEAN SHOES – Food Mandis in India are Source of SUPER BUGS – stinking. If at all foods are CLEANED – it is in even more Contaminated water.
My first job was ‘Inspector Quality Control’ in 1974 and within a month took over Senior Inspector Quality – I was responsible for very thing IMPORTED in to the factory and had the authority to determine whether it meets Standards or Specifications prescribed by the ISI [BIS] or Supply Order.
As given in the Food Safety and Standards act 2006 –
Ø FSSAI Doesn’t Control Raw Foods Supply & Retail –merely regulate Factory and Food Products, their Packaging, Labeling and Sale as Foods processing levels are under 6%.
Ø CONTROL is important – Milk Sample rejected by AMUL for example is not dumped in the Gutter sold cheaply to small shop. At Mandis, Degraded foods are SORTED – for bad quality or better than bad quality.
Ø FACTORY OWNERS ARE LIABLE FOR THEIR PRODUCTS WITHIN FACTORY TO SALES.

Bikers celebrating brotherhood
20,000 bikers from all over the country will be celebrating brotherhood on 24th and 25th of November. The speakers for this year’s edition include the following:- Freddie Spencer: Fast Freddie, as he is popularly known among motor enthusiasts is a big attraction of this year. One of the greatest and youngest world champions of the 80’s, a consecutive championship winner across two classes (250cc and 500cc), Freddie is the only man to achieve all this. His passion, natural talent and joy of riding continues to inspire riders globally.
- Leslie Porterfield: Riding since the age of 16, Leslie is today the Fastest Woman on a Motorcycle according to the Guinness Book of World Records’ title after setting the speed record in 2008 at Bonneville Speedway. With three land-speed records and a favourite of the Bonneville 200 mph club, she’s a businesswoman, mother of twins and a designer of motorcycles built for speed.
- Vinod Rawat :Founding the world’s first biker club for the specially-abled in 2010 came from Vinod’s rejection from the biker’s club – Convoy Control Club – in Mumbai. Since receiving his prosthetic limb in 1997, Rawat has been selected for MTV Roadies in 2004, raised INR 18 lakhs for rehabilitating and building homes for cloud burst victims in Leh by riding through the world’s highest motorable road and he has pedalled from Manali to Leh in 2017. He has also scaled peaks in Maharashtra and the Himalayas, as well as participated in various cycling events and marathons.
- Dhruv Dholakia:Faced with his worst nightmare of a job lost, a bitter divorce and a crippling slip-disc, Dhruv chose to cruise away from it. He bought a motorcycle, left his career and family to discover the ever eternal India. He catalogued his journey of 29 states across 16 months on a blog titled “On a Bullet Yatra”. The Indian Army awarded him a medal for his bravery to ride alone through some of the country’s most dangerous roads. The journey included rave parties in Goa, meditation in yogic ashrams, feasts on road side dhabas & solo camping in the mighty Himalayas; but it is also about motorcycle breakdowns, police interrogations, accidents & poverty – basically a narrative of self-discovery.
- Kumar Shah:When Vadodara-based Kumar Shah, 53, decided to go on an ambitious bike expedition, it was not an easy task to convince his family and friends. But his passion for motorsports made them relent. He rode off from Vadodara across Kyrgyzstan, Kazakhstan, Uzbekistan, Russia, Finland, Sweden and Germany, Netherlands, France, Belgium and finally London. The Silk Odyssey, the name of the expedition, suggests the historic Silk Route through which medieval trade took place.
- Melissa Pierson:A travel writer and essayist of non-fiction, Pierson has been a lifelong motorcycle enthusiast and this is reflected in many of her books. Her works are often explorations of personal experience, extended into general social commentary and history. She is the writer of the critically acclaimed book – “The Perfect Vehicle: What Is It About Motorcycles”.
- Ravi Verma :Inspired by a documentary on the routine life of Indian Army soldiers serving the sensitive LOC area, Verma undertook a solo ride across India to collect thank-you messages for the Indian Army; 29 states and 5 union territories covering a distance of 23,000+ kms in 100+ days. He also met members of various biking clubs from different cities and collected messages for the Indian Army.
- Dilip Muralidaran: Dilip was born with a case of Cerebral Palsy. In his mid 20’s he also discovered that he had dislocated his right hip, which is a noted condition in people with bad gait. Dilip used to ride a 2 stroke scooter and eventually a 4 stroke scooter and has put 2,50,000+ km between both these machines. His acquaintance and friendship with Shankar would lead him to drive a Honda city and eventually, a KTM. Dilip works in IT as an instructor, and regularly travels the globe for work. If he is not spending his hard earned money on duty-free shopping and camera gear, he would be caught spending it on motorcycling gear. He will be present there with his group Trichakra Riders- Shankar Jaikishan and Veeramallu M.
- Neel Jagtap :Neel is a Nasik based biker and the first biker to take Rajdoot GTS to Ladakh way to the top. He has covered 6000 kms in 23 days. Neel along with his fellow mates were to first one to complete 800 kms on a Yezdi in 16 hours last year. Also he has a group of Two –stroker bikes in which there are 500 members across India of all age group. They are on a mission to build a community with International bikers as well!
- Pooja Dabhi:She has been rapidly adding locations to her list of conquests – 3 countries i.e. Thailand, Malaysia, and Nepal; 23 States and Union Territories of India i.e. Maharashtra, Karnataka, Goa, Kerala, Tamil Nadu, Andhra Pradesh, Telangana, Orissa, Chhattisgarh, Madhya Pradesh, Gujarat, Rajasthan, Uttar Pradesh, Haryana, Punjab, Jammu & Kashmir, Himachal Pradesh, Uttarakhand, West Bengal, Sikkim, Assam and Jharkhand. Dabhi is truly an inspiration for lady bikers with her grit and achievements

Bikers celebrating brotherhood
20,000 bikers from all over the country will be celebrating brotherhood on 24th and 25th of November. The speakers for this year’s edition include the following:
- Freddie Spencer: Fast Freddie, as he is popularly known among motor enthusiasts is a big attraction of this year.
Level up your hair care with the new range of Panasonic hair dryers
Levelup your hair care with the new range of Panasonic hair dryers
Introducing two fresh utilities: EH-NE20 and EH-ND30
New Delhi, November 6, 2017: To provide a super drying experience whilst preserving the natural gloss of your hair, Panasonic has introduced two hair dryersEH-NE20 and EH-ND30, with various features to make those 15 minutes of your getting ready soothing, safe and happy. Understanding the need of the market and the customers, the new hair dryer provides results as per the mood and requirement of the consumer.
Unlike other existing products in the same category that end up leaving your hair all frizzy just before the last minute of your special event, EH-NE20 hair dryer has been designed with Ion technology to give a highly smooth texture to every layer of your hair strands, while making sure there is no tangle. The ion technology assures a speedy dry with packed airflow that preserves your natural hair gloss. These ions touch the surface of your hair, barely coating them to reduce electricity and enough to leave a smooth and shiny texture in hindsight.
Available in 3-temperature settings, the new model provides performance suiting best to your requirement and style. While Turbo provides faster drying, heat protection mode provides powerful airflow with gentle temperature to protect against heat damage for your healthy hair and scalp, and strong cool helps you to lock your finished style in place with a blast of cool air.
EH-ND30 brings all the professional look to your equipment stand with its authentic designed visual and foldable function, making this product stand apart in its class. Making it easy to carry and store with minimum space, this hair dryer is rooted in ergonomics; making the hold easy and well-balanced. Adding oomph to the design, it is available in both black and pink colour.
Mr. Manish Sharma, President and CEO, Panasonic India & South Asia, said, “Our personal care products are designed to add value to everything that compliments an individual’s personality besides regular products. From the feature of faster speed to carefully picking up the temperature for what suits your hair best, Panasonic knows how Indians are heavily spending on grooming lately and is essentially coming at par with other countries with respect to the wide range of beauty products available. These two products are our vision to provide a blend of subtle simplicity and fashion to our consumers.”
With a super attractive combination of being extremely handy and compact along with providing fast drying with 1800W of power, both the dryers serve different purposes to spell bound people who take the health of their hair seriously.

Reliance Jio misleads Mobile of 2G in for the 4G market

Reliance Jio earlier scheme is doing well as per their plan. The current plan need their product and service careful study by the company and experts that company claims are not against market norms. Rel Jio,the mobile are being marketed not in retail selling but in cash transaction in hush hush, need through probe so that the reputation of the company in making fast buck may hamper its earlier scheme double loss to customers.
In telecom services of 4G, mobile browsing 2G to 4G can be used if any new such innovation has brandished the same need right terms of expression, explanation.
The Telecom ministry in such instance need to take prompt action to save customers from this manipulative nature of marketing.
Any branded products is launched it needs to voice it’s crystal clear plan with quality of mobile and range of features the mobile is composed of but in this case hush hush by spread of words not to sell in retail with specific cash transaction appears unhealthy. The company free for all carrying it’s unfair, irrational and unethical trends specially for brands of Reliance to enter market in sneak before it speak is trade deficit towards its customers.
Migrants Abandon Dream of New Life to Fly Home
Thousands of African migrants facing rape, torture and extortion in Libyan detention centres are abandoning hopes of reaching Europe and instead queueing up to take charter flights back home under a scheme set up by the United Nations.
Nearly 10,000 migrants have accepted the offer of repatriation flights from Libya this year, outstripping expectations, partly because coastguard patrols have made it more difficult to cross the Mediterranean.
“We are targeting flights home for up to 12,000 migrants this year, after only about 2,000 last year,” Federico Soda, of the International Organisation for Migration (IOM), a UN agency, said.
About one million illegal migrants are believed to be in Libya, which was a magnet for foreign workers before the overthrow of Colonel Gaddafi in 2011.
Many migrants from sub-Saharan Africa travel to the country in the hope of getting a boat to Europe but they are often seized by militia and put in detention camps where they are beaten, starved and tortured until they ask relatives to send funds for their release. Of those who made it on to boats in an attempt to reach Italy, about 2,700 drowned this year.
After gaining access to camps, the IOM’s staff organised flights to 29 countries, with five planned this week. Nigeria is the most popular destination, with more than 4,000 migrants taking up the offer to fly there. In total about 5,000 migrants have also received funding for work once they get home.
Quentino, who gave only his first name, from Guinea-Bissau, accepted a flight after three failed attempts to sail to Europe. He has now set up a tailoring business that employs other migrants who have returned home. “I think it’s good I came back,” he said. “If I had tried again, maybe I would have died.”
Leonard Doyle, a spokesman for IOM, said: “It’s a dignified return since many get a small grant and by the time they have gone through their travels they are a lot more entrepreneurial and often ready to set up businesses.”
Another migrant, Debbie, flew back to Nigeria to set up a clothing company after she was locked up in Libya with her twin baby sons, one of whom died. “I met lots of Nigerians in Libya who said it was not easy to come and not easy to leave,” she said.
Mr Doyle dismissed criticism that his agency was sending migrants back home to poverty instead of focusing on allowing them to reach Europe.
“These people are grabbed off the bus by criminal gangs in Libya and often thrown into detention and tortured,” he said. “But that is just the start. There’s a ghastly food chain of exploitation which will continue even if they make it to Europe,” he added, citing the thousands of migrants working for very low wages on Italian farms.
“No one is blaming them for travelling, but we want it to be safe and secure and not run by criminal gangs,” he said.

Delhi AAP Protest Anti Demonetization

CSE, TERI Corrupt, Incompetent NGT Polluted Punjab to Bihar
Researchers View only :
November08, 2017 (C) Ravinder Singh progressindia2015@gmail.com
CSE & TERI had virtually Looted $billions of Foreign Aid in 40 years and always misled GOI and People and Civil Society. As given in the picture More Than 50% or 650m People in India are severely affected by Polluted air. One of my Campaign to reduce GHG or Produce Clean Energy equivalent to 3 Billion tones of GHG of September11, 2014 is annexed. Two years ago I filed PIL in NGT on Oct.19, 2015 which was twice rejected on Procedural grounds as WIPO Awarded inventor and Power Expert was trained in BTPS in 1975. Clean Generation in NR on 6th November was only 19% – could have been 100%.
– :Subject & Executive Summary Of PIL: –
1. India Has 2.4% Land, Now Produce 7% Emissions, May Emit 15% GHG 2030,
2. Present Consumption of Coal 4 Times Oil 3 Times Gas 5 Times Up Since 1990
3. Most Polluting Energy Coal Oil Gas Biomass Burning Accounts for 97% GHG Emissions; Hydro, Nuclear, Wind, Solar, Geothermal Energy Share is Just 2.9%
4. ENERGY IMPORTS IN 1990 WERE 11.8% BUT IN 2012 WERE UP TO 57.2%.
5. Energy Cost $400b or More Than $400b Annual India Household Expenditure.
6. World GDP expanded from $22t to $77t, GHG emissions of all 43 Annexure 1 Countries decreased by 10.6%, 16.2% including LULUCF in 1990 to 2012,
7. Economies in Transition EIT [like India] decreased by 38.1% and 49.7%.
8. Non EIT Countries or Developed Countries including USA, GHG Emissions on average increased by only 1.3% & 0.3% respectively in 22 years.
9. GoI IGNORED BIGGEST GHG EMITTERS Transport, Power, Biomass Burning, Low Priority to CLEANEST Railways, Multi-Purpose Hydro, SolarPV, E. Efficiency.
10. $1 Daily Per Capita Expenditure – Daily Per Capita Emissions 6.6 Kg GHG.
Mischief of CSE & TERI is that Poor Air Quality is TOLD To Us as a Delhi Problem only, When it is a ‘CRITICAL ENVIRONMENT CHALLENGE’ AS ‘WORSE AS RIVERS POLLUTION’. Solution to both Air & Water Quality lies in building MULTI-PURPOSE Dams which shall also PREVENT FLOODS to 40m HECTARES, PROVIDE CLEAN WATER FOR IRRIGATION & DRINKING WATER as PRIMARY MULTI-PURPOSE BENEFITS. But CSE, TERI and NGT had Sabotage NATURE’S GIFT TO INDIA.
NR Electricity Used 865 MU – Clean Generation 164 MU [19%]
Northern Region has over 60,000 MW Hydro Power Potential in Uttarakhand, HP and J&K and 50% of 80,000 MW in Nepal or 40,000 MW – 100,000 MW.
It is horrendous out of 100,000 MW only 19,702 MW is installed, but only 4032 MW are Multipurpose Storage Dams, i.e. Bhakra 1325 MW, Pong 396 MW, Ranjit Sagar 600 MW, Tehri 1000 MW, Rihand 300 MW, JS 99 MW, MB 140, RPS 172 MW rest are LAME DUCK Run Of River Type.
NGT Grossly Incompetent
1. NGT Banned Diesel Generators which are Primarily Standby for Offices, Hotels & Luxury Homes – Unsound Decision or Temporary connections When NGT ought to have directed DISCOMS to provide Temporary connections IMMEDIATELY without security or high tariff.
2. NGT Sabotaged Multi-purpose Storage Dams – to provide additional Canal Irrigation, Reduce Tube-well use, Subsidies SPRINKLER Irrigation to capture Dust Particles. Farmers may be burning Paddy Stubble in one farm – four farms run SPRINKLERS to capture more DUST than by burning.
3. Dams on Yamuna could DOUBLE water availability – Would make it possible to Clean Roads Once or Twice a Week, or Install Rooftop Sprinkler to Create ‘Artificial Rain for 1-2 hours every day in Worst Pollution Hours.’
4. Early Paddy Planting would have spread the daily harvest of paddy by half.
5. 165m Sugar Cane processing in 140 days too cause air pollution like about 0.5m tones of Coal Burnt per day.
6. Northern Region Punjab to Bihar 6 States add up to only 16% area but produces 50% of Foods – Sugarcane, Food Grains & Milk in India or 4 Times in Per Acre Production.
7. Introduction of 10,000 New Buses for Public Transport including Electric Trolley Buses, 1,00,000 Each of Application based Cars and Autos, 100,000 Ten Seat Capacity E-Rickshaws Charging Rs.5 Flat per person etc could reduce Pollution.
8. Reduce Daily Petrol & Diesel sale by 50% – introduce Fuel Ration.
9. Ban Entry of RAW FRUITS & VEGETABLES – Enforce Hygiene Standards at State Borders.
10. 100% Coverage of 24X7 water Supply, 100% Sewage System & Sewage Treatment.
11. Time Bound Completion of RAILWAY FREIGHT CORRIDORS – DOUBLE PASSENGER TRAIN SEATING CAPACITY.

Korean researchers use acupuncture for cancer treatment
09 November 2017
The group has developed nanoporous needles with microscopic holes on the surface of the needles.

Researchers at the Daegu Gyeongbuk Institute of Science and Technology (DGIST), Korea are using nanotechnology-enhanced acupuncture needles to treat cancer.
The group has developed nanoporous needles with microscopic holes on the surface of the needles, ranging from nanometer to micrometers. The needles were created relatively simply using electrochemical nanotechnology. By increasing the surface area of the needle by a factor of ten, the nanoporous needles doubled the electrophysiological signal generated by needle stimulus.
In rats that were chemically induced to develop colorectal cancers, those receiving periodic acupuncture treatment with nanoporous needles had a much lower incidence of abnormal vascular clusters, which are a precursor to colorectal cancer in the initiation stage, than those in the control group.
Treatment using acupuncture needles has been commonly practiced for thousands of years for treating musculoskeletal disorders, pain relief and addiction relief. Recently, acupuncture has emerged as a promising treatment for brain diseases, gastrointestinal disorders, nausea and vomiting, and studies are underway to use acupuncture to treat more severe diseases such as cancer.
The researchers want to develop a new medical market by conducting a follow-up convergence study that identifies the potential benefits and efficacy of acupuncture.

Patrick Vallance named, UK Government’s Chief Scientific Adviser
GSK current R&D president Patrick Vallance to become UK Government’s Chief Scientific Adviser
He will be responsible for providing scientific advice to the Prime Minister and advising the Government on aspects of policy on science and technology

GlaxoSmithKline plc has announced that Dr Patrick Vallance, President, R&D, has informed the Board of his intention to leave the company to become the UK Government’s Chief Scientific Adviser and Head of the Government’s Office for Science.
He will be responsible for providing scientific advice to the Prime Minister and advising the Government on aspects of policy on science and technology. He will leave GSK at the end of March 2018 to take up his new role.
Since joining GSK in 2006 as Head of Drug Discovery, Dr Vallance has held roles of increasing responsibility within the Group’s Pharmaceutical R&D organisation, becoming a member of GSK’s executive team in 2010 and being appointed President, R&D, in 2012.
Under his leadership, GSK has delivered a number of innovative new medicines to patients in areas including Respiratory, Oncology and HIV: a new portfolio of inhaled respiratory medicines that includes Trelegy, the only once-daily single inhaler triple therapy for COPD; Nucala, a first-in-class biologic therapy for severe asthma; two targeted therapies to treat metastatic melanoma, Tafinlar and Mekinist; and, in HIV, Tivicay and Triumeq. In the field of Rare Diseases, Strimvelis became the first ex-vivo stem cell gene therapy to be approved for patients with the very rare immunodeficiency disease ADA-SCID.
Dr Vallance played a pivotal role in GSK’s strategy of re-personalising R&D, through the creation of Discovery Performance Units and put external partnership at the centre of GSK R&D which is an approach that has led to collaborations with more than 1,500 organisations around the world, including the UK’s Francis Crick Institute, the US National Institutes of Health, Wellcome Trust and UK Biobank.
Emma Walmsley, CEO, GSK, said, “Patrick has made a lasting contribution to GSK and helped deliver innovative medicines to patients around the world. His championing of science and ensuring a patient focus have brought him a dedicated followership throughout GSK. Personally, I have benefited from his advice and support, which I have enormously appreciated. I wish him every success in his new role, for which he is uniquely qualified.”
Philip Hampton, Chairman, GSK, said, “On behalf of the Board I would like to thank Patrick for his contribution to the company, which has benefited from his approach to research and his medical expertise. His new role will enable him to demonstrate his broad talents and experience and I’m sure he will play a crucial role in enabling the UK to stay at the forefront of science.”
Patrick Vallance, President, R&D, said, “I am hugely excited about this opportunity to serve the UK government at a time when science has never been more important to the UK’s economy and future. Yet it has been a very difficult decision to leave GSK and the many talented scientists who work here to create innovative medicines that can make a real difference to patients’ lives. I feel honoured to have played a part in that and I will miss the intelligence, warmth and passion of all the people who work in every part of R&D. I believe GSK has a very promising pipeline with great potential to positively build on the many medicines that GSK has successfully brought to patients in recent years. I wish Hal every success in leading the R&D organisation.”

China To Build World’s Highest Planetarium In Tibet Next Year
9 November, 2017
Tibet has clear skies, ideal for astronomical studies, as it is 4,000 metres above sea level.
The planetarium, which is China’s first, will have the region’s largest optical astronomical telescope, with a 1- meter-diameter lens, and become a major regional base for astronomical research and public science education, the Science and Technology Department of Tibet said.
China will begin construction of the world’s highest planetarium next year in Tibet, local officials said.
The planetarium, which is China’s first, will have the region’s largest optical astronomical telescope, with a 1- meter-diameter lens, and become a major regional base for astronomical research and public science education, the Science and Technology Department of Tibet said.
The telescope will be jointly developed by the planetarium and the National Astronomical Observatories, and be used for variable star, state-run Xinhua news agency quoted the Department as saying today.
“The instalment of the device will enable the planetarium to carry out professional astronomical research,” said Wang Junjie, deputy head of the department.
“The planetarium, with the highest altitude in the world, will become a ‘perfect window’ for the public to get to know the stars and explore the universe, thanks to little air or light pollution in the region,” Wang said.
Planned to be completed in 2019, the planetarium will be built within the Tibet Museum of Natural Sciences in Tibet’s provincial capital Lhasa, the department said.
Dubbed the “Roof of the World” on account of its position 4,000 meters above sea level, Tibet has superb clear skies, ideal for astronomical observation, it said.
whimsical Helicopter Water Spray, Delhi Streets Never Cleaned
November10, 2017 (C) Ravinder Singh progressindia2015@gmail.com
When NGT, Gadkari and Kejriwal talk of Water Spray by‘Helicopters’ it reflects administrative LUNATICS. Irrigation Sprinklers can be Mounted on High Rise Buildings – Connected to Fire Pumps – Provide Artificial Rain for 1-2 hours every day. 4 Story Homes with booster pumps can also provide Rains for 30 minutes every day.
Farm Irrigation Sprinklers is Better Option the High Cost DRIP IRRIGATION – a set of Portable Sprinklers can irrigate 10-20 Times more area than Fixed Drip Irrigation. Obviously Sprinklers can suppress DUST Particles.
Desert Cooler I use clean 100,000 M3 air every day of use for 15 hours – Home space is only 300 M3 – 300 Times. 1 million of these can Clean 30 Billion Cubic Meter of air every day; in 200 days in a year in Delhi shall clean 6 Trillion Cubic Meter of air annually.
Kerosene Stove, Desert Cooler and Sprinklers were my SIGNIFICANT Inventions in 1975-78 but Thugs in NRDC-DST didn’t support these.
Sunita Narain and Bhure Lals are extreme DULLARDS – were actually supporting BRT for example giving FAKE DATA.
Himalayan Foot Hill States Punjab to Bihar produces 50% ofFoods from 16% Land – so pollution generated by Farming activity get trapped.
Ø 16% area burns 200 million tones of Coal and around 60 million tones of petroleum
Ø 100% of Power in the BELT could come from HYDRO-POWER, 140,000 MW from J&K to Nepal. We can bakeBricks in Electric Ovens like Biscuits. Region could be so clean.
Ø Water in Storages could 50% released in Rivers to keep them Clean forever.
Ø UP alone produces 145 million tones of Sugar Cane which harvested during Winter, Compared to 6 million tones in Punjab.
Ø Stubble is not the real issue, GROSSLY INCOMPTENT Press has made it FOCUS ISSUE. Why can’t DELHI Ban registration of Motorized Vehicles? Over 10m in Delhi or 3 per household if we exclude Slum Dwellers.
Ø 50% cut in Petrol & Diesel supply to PRIVATE CARS in Winter– Ban 1500 CC Plus Diesel Vehicles in Winter – would be effective.
Ø Punjab cultivates Paddy on 6.86% area produces 11.33% Rice by Weight – 20% by Value – half of area under Basmati. BUT —
Ø Why can’t Delhi UBERISE Bus service in Delhi – in addition to shared Taxis, High Capacity Electric Rickshaws like in Thailand?
Ø Delhi Streets are Frequently Dug Up several times a year – but not Cleaned even once but for rains. Broom Cleaning couple of times in a year – creates dust cloud that settles soon after on the road itself. AT THIS TIME WATER CONSUMPTION reduces so Roads can be WASHED once a week – and Drains cleaned once a month.
Ø Corrupted ‘Almost All High Level’ Highway & Infrastructure Projects are BIGGEST Source of Earth Movement – Haven’t seen Sprinklers use at such sites – diversions through farm land throw tones of Dust.
BUT
Ø GOI has no LOCAL FOOD PRODUCTION Policy. Wheat & Rice produced by Punjab is Exported, Punjab imports Vegetable Oils for Example.
Ø CROP Diversion failed in Punjab when ADANI Procured OILSEEDS from Punjab and processed in its own oil mills in MP or Gujarat. There is actually Two Way Flow of Vegetable Oils. Most Fruits and Vegetables and Foods can be locally produced.
Ø 80% water released in Rajasthan Canal is WASTED and leaked in to ground – but not available to Punjab to EARLY Transplanting of Paddy from April End to Be Harvested in by September end.
Ø Long Transplanting & Harvesting Can completely avoid LABOR SHORTAGE – Manual Harvesting can EFFECTIVELY Solve the STUBBLE Burning.
Ø GoI may consider MNREGA Funds for Paddy Harvesting in Punjab – this second intervention and Paddy Straw can be exported to Rajasthan for Foddar or burn in Power Plants.

Govts told to act fast to tackle air ‘emergency’
HC Gives Union Environment Secy 72 Hours To Draft Plan To Cut Pollution
Calling it an “emergency situation”, Delhi high court on Thursday issued orders to water roads and gave 72 hours to the Union environment secretary to chalk out a plan to improve air quality in the capital.
However, a bench of Justices S Ravindra Bhat and Sanjeev Sachdeva questioned the decision of authorities to hike parking fee four-fold while recommending full ban on construction activity.
“If you bring odd-even for a few days we understand, but increasing parking fee, what is this? If people go for some emergency, why would they pay four times? This is forcing people to keep walking,” the bench remarked, as it gave a slew of directions to improve deteriorating air quality.
The court also asked the state government to consider the option of cloud seeding to induce rainfall artificially as an immediate step to bring down dust and particulate matter in the air, along with watering of roads.
It also directed Delhi government to seriously consider a ban on further construction in the city and implement odd-even vehicle usage scheme as a short-term measure.
“Chief secretaries of Delhi, Punjab, Haryana and Uttar Pradesh as well as the Union secretary shall hold a meeting immediately in the next three days and work out a joint short-term action plan to ensure that air quality lev el comes down within acceptable limits. The said officials should also consider feasibility of cloud seeding. Meeting should be chaired by the Union environment secretary,” the bench directed.
HC’s intervention came after senior advocate and amicus curiae Kailash Vasdev told the court that emergent steps were required to improve the air quality in the city and sought an urgent hearing earlier in the day.
The court then directed standing counsel Naushad Ahmed Khan to ensure there is no vehicular congestion on the roads and traffic police exercises “zero tolerance“ to violations. It also said the top brass must provide masks to personnel on duty as they are being subjected to the “deadly mixture of vehicular pollution, construction and road dust and stubble burning.”
Recalling the London smog, HC identified it as “pea soup fog. It is a killer. Stubble burning is the visible villain in it, but there are other elephants in the room.”
The court also took on record the steps proposed to be taken by Delhi Pollution Control Committee, including quadrupling of parking fees in the city, ban on entry of trucks, except those carrying essential commodities, prohibition on construction activities, increasing services of metro and DTC, cleaning of roads, banning brick kilns and stopping use of firewood and coal in hotels.
The court was hearing a PIL initiated by it to curb air pollution in the national capital. It has been issuing directions time-to-time in this regard. On Tuesday, HC had sought reports of action taken by all neighbouring states to clamp down on stubble burning. Amicus Vasudev had then called for contempt proceedings against key officials blaming them for sitting on court orders.
Stubble burning an economic issue that needs real solution, not political rhetoric
Captain Amarinder Singh
The winter season is yet to fully set in and we are already in the midst of a serious crisis resulting from the rising air pollution and smog levels in the northern states of India. It is not my intent here to undermine or negate this problem which has grave implications for all of us, including Punjab. What I do have an issue with is the manner in which Punjab is being crucified for a problem that is far more deep-rooted and complex than is being made out to be.
Amidst the loud political rhetoric, the real issue is all but getting sidelined, with a clear lack of understanding about the problem, which is more economic than political in nature. The search for political solutions to the issue is, therefore, meaningless.
Coming now to the economic aspect of the problem, let us look at the options available to the farmers. There have been suggestions that the paddy straw could be collected and transported out of the fields for collective technological management. Now that would be an excellent solution if only it were feasible. The sheer cost involved in so managing the huge amount of paddy straw left behind every season is mind-boggling and simply out of the reach of the farmers. And, unfortunately, the state government also lacks the funds needed to take on such an onerous task.
In any case, I am told by agricultural experts and scientists that there currently exist no sustainable technological solutions to collect and transport the large quantities of paddy straw, nor is there any effective biological solution to decompose the paddy straw within the 15-day window existing between harvesting of paddy and sowing of wheat. In the circumstances, burning the residue emerges as the simplest and cheapest solution to the problem.
There are many who, without really grasping the intricacies of the issue, talk of strict enforcement of the law banning stubble burning. Let me ask them, in all honesty, whether they really expect me and my government to penalize the farmers for trying to earn their livelihood and ensure the survival of their near and dear ones? Would that not be more criminal than the act for which we are condemning them?
That is not to say that we are in favour of burning paddy straw, which, admittedly, is a dangerous way of managing residue. My only submission is that instead of crucifying my government or my farmers, let us put our heads together to find an impactful and permanent solution to the problem.
At our end, we have been raising the issue at various fora and I have personally taken it up with the Prime Minister. I had requested him in July to provide Rs.100 per quintal on paddy MSP as incentive to farmers for crop residue management. I have now again written to him, underscoring the urgent need to address the problem through incentivisation of the farmers. I have also requested him to convene a meeting of all the chief ministers concerned and Union ministers of agriculture, food and environment to resolve the matter. Punjab is a sufferer and would be most happy to find a solution to the problem.
At the state level, I have held various discussions with representatives of farmer unions, who agree that the problem is serious but also, at the same time, feel that simply registering criminal cases against farmers will not solve it.
In another initiative, my government has set up a Paddy Straw Challenge Fund of $ 1 million dollars for scientists globally to come up with a technological solution. I have also met the Japanese industry to explore large-scale production of ethanol from paddy straw. The industrial methodology for it is still in a nascent stage and I have personally urged various Japanese companies to help us in the matter.
In the meantime, it is my humble request to all not to make sweeping and simplistic judgements and obfuscate the real issue. The problem needs to be understood before it can be solved. And real problems need real solutions, not political rhetoric.

Time to team up and end gas chamber: CM
Kejri Invites States, Centre To Dialogue Table
Announcing implementation of the odd-even scheme from Monday for five days, chief minister Arvind Kejriwal on Thursday appealed that keeping political differences aside, the Centre, Haryana, Punjab and Delhi governments should come together to find a permanent solution to stubble burning that leads to high pollution year after year.
Kejriwal said that the “gas chamber-like situation” will remain “till viable economic alternatives to crop burning are found by the states.” He added that banning entry of trucks, construction activity and introducing odd-even are just emergency measures and not the solution to high pollution levels.
“North India becomes a gas chamber when crop burning happens. It cannot be stopped by force. It is an economic problem for which the governments of Punjab and Haryana will have to find a viable economic solution. I have, therefore, sought time from both CMs. I don’t know what the problems of those states are, but I thought that if they are raising their voices on the issue then I want to join forces with them to find a solution,” Kejriwal said.
The CM said that two of the state chiefs are yet to give him time to discuss the matter. “I appeal again that we must rise above politics and come together to assess the situation and the economic costs involved in making way for alternatives to stubble burning,” Kejriwal added.
“Data on crop burning and its impact should be collated and studied as to how it is impacting health and the cost of treatment for the common man. Even if the economic alternatives to stubble burning are high, so are the health costs. The governments must consider taking measures to protect precious lives,” the CM said.
Asking the other states to understand the gravity of the problem, the CM said that the data on pollution is an alarm bell for all parties and all governments taking into consideration the health of every single person and child.
“Crop burning starts from October 25 and goes on till November 15. Data from September shows that PM10 level was 300 and PM2.5 was 160. Now PM10 level is 940 and PM2.5 750. The increase is clearly not due to local reasons. We cannot find a solution till we understand the problem,” Kejriwal asserted.
Delhi government, on its part, has initiated all emergency measures required for now, said Kejriwal citing the meeting with the LG on Wednesday.
CTA’s refusal to give answers about Penpa Tsering, Representative, Office of Tibet, USA raises more questions
9 November, 2017
The Deputy President of the Central Tibetan Administration (CTA) Karma Gelek convened a press conference concerning the dismissal of the current Representative of the Dalai Lama to North America, but didn’t provide any information about it.Kashag (the Exile Tibetan Cabinet) has asked Penpa Tsering to leave the post at the end of this month. The current Education Minister of CTA Ngodup Tsering will take charge in his place.
Gelek’s dissembling press conference created more confusion than clarity as to why Penpa Tsering has been relieved of his duties.

The current Education Minister of CTA Ngodup Tsering will take charge in his place.
Gelek’s dissembling press conference created more confusion than clarity as to why Penpa Tsering has been relieved of his duties.
He said that Penpa Tsering had been served three warning notices asking him to mend his ways regarding the performance of his duties. He refused to give any details what the warnings were about, saying that it was an internal matter.
This reporter requested Gelek to take two questions, but he said that journalists were to ask only one question each, and that the press conference had to be finished in ten minutes.
As this story would remain incomplete without getting answers to the two questions, this reporter walked out to express dissatisfaction with Gelek’s overbearing manner.
On Tuesday CTA President Lobsang Sangay had no comments when journalists asked him questions after Penpa Tsering’s ouster was announced.
During the elections last year, differences between Lobsang Sangay and Penpa Tsering, the two contenders for the post of Sikyong (President of the Central Tibetan Administration), led to discord in the exile Tibetan community.
The Dalai Lama, who has retired as the political leader of exile Tibetans, but still remains as the head of state of the Tibetan people, gave a dressing-down to both the men for their aggressive election campaigning, causing disharmony in the exile Tibetan community.
It is believed that at the suggestion of the Dalai Lama, Lobsang Sangay appointed Penpa Tsering as the Representative of North America to pacify the divided exile Tibetan community.
It seems that Penpa Tsering has now been dismissed in a continuation of election grudges.
There are rumours on the Internet that Penpa Tsering faced this retribution after they engaged in a squabble during a meeting of the Representatives of the various Offices of Tibet after the 5/50 Conference in Dharamshala a month ago.
There are rumours on the Internet that Penpa Tsering faced this retribution after they engaged in a squabble during a meeting of the Representatives of the various Offices of Tibet after the 5/50 Conference in Dharamshala a month ago.
Penpa Tsering is said to have raised the issue at the meeting of a loan taken for purchase of a new building to house the Office of Tibet in Washington DC. A loan of 1.5 million dollars was taken from Tibet Fund is not being shown in any Office of Tibet’s records for remittance. The purchase was made during the term of Tsering’s predecessor Kaydor Aukatsang, who is a close friend of Sangay.

There is growing call for the Kashag to reveal the reasons for Penpa Tsering’s dismissal. Due to the Kashag’s unaccountable behaviour, there are more questions than answers.

India Meteorological Department has predicted light rainfall accompanied with breeze on Tuesday evening at few places over Delhi and NCR, which may clear the smog enveloping the National Capital Region. With breeze no sign in, the dense blanket of smog enveloped Delhi this week, prompting authorities to order closure of schools till tomorrow and a four-fold hike in parking fee for vehicles.
National Green Tribunal, NGT has given nod to the Delhi government’s Odd Even scheme in the National capital beginning from Monday. Hearing the issue, the tribunal today said that Delhi government is free to implement the rationing scheme, subject to conditions.
It said, the scheme can be implemented when PM10 level is above 500 micrograms per cubic metre and PM 2.5 above 300 micrograms per cubic metre. It also directed that there will be no exemption for two wheelers, government servants or women. However, CNG vehicles, emergency services such as ambulance and fire have been exempted from odd-even scheme.
The NGT yesterday questioned the rationale of the AAP government in rolling out the scheme and directed it to submit data or studies on the basis of which it has planned to introduce the odd-even car rationing scheme for five days from Monday.
Agriculture Ministry has issued an advisory to the state governments to create awareness among the farmers about the harmful effects of straw burning.
The ministry, in a release issued in New Delhi yesterday, said, burning of crop residue in the states like Punjab, Haryana, Uttar Pradesh and Rajasthan contributes in increasing environmental pollution levels. Recently, National Green Tribunal had directed the Delhi government and these four northern states to take strict measures to deal with the serious biennial threat.
The Agriculture Ministry said, states should facilitate farmers residue management machines and equipment. The State Governments have also been directed that 4 thousand rupees/Hectare can be used from the funds available for demonstration of machines under Sub-Mission on Agricultural Mechanization for demonstration of straw management machinery at farmers’ fields. For crop residue management, under Sub-Mission on Agriculture Mechanization, the Department of Agriculture Cooperation and Farmers Welfare have allocated funds to the four states.

Editor’s Note:
Immunization is one of the most cost-effective public health interventions that currently averts an estimated two to three million deaths globally every year. India has one of the largest immunization programmes in the world, in terms of number of beneficiaries, geographical coverage and quantities of vaccine used, with nearly 26 million newborn babies targeted for immunization each year. Over 9 million immunization sessions are held every year across the country. However, despite this extensive coverage, only 65 percent of the children in India receive all vaccines during the first year of their life.

India: An official visit by the UN expert on safe drinking water and sanitation
United Nations human rights expert, Mr. Léo Heller, visited India from 27 October to 10 November 2017 to examine the extent to which people’s rights to safe drinking water and sanitation are being realized.
At the end of his two-week visit, the Special Rapporteur share his preliminary observations at a press conference on Friday 10 November 2017 at 10:00 local time in the UN Conference Hall, UN House, 55 Lodi Estate, New Delhi-110003.

Addressing the media in New Delhi, He categorically stated that“I will look at how human rights to water and sanitation are legally recognized and implemented in India at the national, state and local level, and how the provision of water and sanitation services adheres to human rights standards and principles,” said Léo Heller, the independent expert charged by the UN Human Rights Council to monitor, report and advise on the realization of the human rights to water and sanitation worldwide.
Replying to volley of question from the media he further explained that his study to explore the human rights to water and sanitation are well implemented in India. But when the specific question was raises by Mr Sagar. Is there any provision for the penalty to the person responsible to stop accessibility, availability, of free water to any person caste or community.? His reply was, it is good question but difficult to penalize the person but name-shame is possible.
The Special Rapporteur will gather information and testimony on the availability, accessibility, affordability, acceptability and safety of drinking water and sanitation, with a particular focus on groups such as women and girls, persons with disabilities, Scheduled Castes, Scheduled Tribes, and those living in informal settlements and rural areas.
The human rights expert, who visit the country at the invitation of the Government of India, met government representatives at national and local level as well as civil society and community organizations, residents in urban and rural areas, and UN officials.
He visited the cities of Imphal, Kolkata, Lucknow, Mumbai and New Delhi, as well as urban peripheries and rural areas.
“I wanted to explore what still needs to be undertaken to ensure the human rights to water and sanitation are enjoyed by all in India,” Mr. Heller noted. Further he issued note after his mission.
End of Mission Statement by the Special Rapporteur on the human rightsto safe drinking water and sanitation Mr. Léo Heller
As the United Nations Special Rapporteur on the human rights to safe drinking water and sanitation, I address you today at the conclusion of my official visit to India, which I undertook at the invitation of the Government from 27 October to 10 November 2017.
India is a country with historical gaps regarding the access of its population to adequate water and sanitation services. It is reported that 40 per cent of India’s population practiced open defecation in 2015, one of the highest proportions among all countries.[1] The situation of water and sanitation in the country has resulted in a disturbing impact on human health: diarrhoea-related deaths in India attributable to inadequate water, sanitation, and hygiene corresponded to 40 per cent of the total number in all low and middle-income countries in 2012.[2] And, to my surprise, this situation is not explained only by the level of development of the country: the Human Development Index of India is higher than that of dozens of other countries.
In recent years, the efforts of the country in addressing these problems, mainly access to sanitation services, have been recognized as an “unprecedented commitment”.
These circumstances motivated me to undertake this visit to the country in order to identify the main obstacles hindering the full realization of the rights to safe drinking water and sanitation. Firstly, I would like to thank the Government of India for the invitation and organisation of the visit, and for the dialogues that took place. I am grateful to the central, state and local Government representatives that I met and I appreciate the spirit of openness with which I was able to engage with the authorities. During the visit, I also met with various civil society and community organisations, and residents. I would like to thank everyone who took the time to meet with me and who generously shared their personal experiences, testimonies and living conditions with me. Their contributions were vital to the success of this visit. I would also like to thank the United Nations Resident Coordinator’s Office in India for facilitating the visit.
Mr. Heller will submit a full report of his findings and recommendations to the 39th session of the Human Rights Council in September 2018.

The Second Global Migration Film Festival Gets Underway
Geneva – From Guyana in South America to Makati in the Philippines (and many other places in between) filmmakers from around the globe will soon showcase their skills as cinematographers at the Global Migration Film Festival. Organized by the UN Migration Agency, IOM and supported by UN Information Centers worldwide and with the financial support of DHL, the festival will take place in over 100 countries from 5 to 18 December 2017.
The second edition of the annual Festival will explore the challenges and promises of migration, the heterogenous journey of migrants, moving from one location to another, settling for temporary or permanent periods, in search for a better future and economic prosperity, reuniting with loved ones, or fleeing war and despair.
Films have the power to show different facets of life, through which viewers may cultivate deeper empathy for migrants and a better understanding of their realities, needs, perspectives and capacities. The objective of the Festival is to use films as educational tools that influence perceptions towards migrants bringing attention to social issues.
The opening movie of the festival in Geneva, Lost in Lebanon, delves into the news reports on the Syrian war and gives an intimate look at how four Syrians in Lebanon are trying to find ways to overcome the torment of their shattered lives.
One of the protagonists of the opening film, Mwafak, was invited to create the award statue for the Festival that will be collected and delivered by DHL, one of the partners of the Festival.
Mwafak describes the statue as “a human, female figure standing upright, portraying an optimistic gesture. The woman, stands as a symbol of harmonic life and consistent peace. She looks up to the sky, into the future. Her hair and cape wave softly in the wind. The breeze can be at the same time a challenge and her chance to fly and feel light. The material, bronze, with its warm color gives the sculpture a feeling of both strength and warmth.”
Explaining his choice for sculpting a woman, Mwafak says that “women represent hope – they are the ones who continue life as they give birth”, further adding that the women who endure the danger and strain of the migration journey are exceptionally strong and resilient.
Among others, the Festival will screen Sans Le Kosovo, in which the director and her father retrace his exile as a 19-year-old refugee from Kosovo in 1968. In Nowhere Man, a nameless refugee in Korea from Pakistan who does not appear onscreen, reminds us of all the refugees who have passed by us over the years. Over 30 movies in total will be screened worldwide.
Some of the filmmakers participating in the Festival have migrated at a certain point in their lives, and will put forth their talent, experiences and vision through movies spanning across all genres. Most of the screenings will be followed by a discussion panel consisting of filmmakers, migrants and other guests.
A committee of international film professionals and migration specialists will select three standout productions from the Emerging Filmmakers category and one standout production from the Professional Filmmakers category. Each winner will receive USD 1,500. The award ceremony will take place on 18 December in Les Cinémas du Grütli, Geneva.
The Global Migration Film Festival is not only spreading migration stories around the globe to inform, inspire, educate and transform, but it is also bringing the skills of storytelling through filmmaking, to vulnerable communities. With the support of IOM Development Fund (IDF) and Norcap, Participatory Video workshops took place in Amman, Jordan and Malakal, South Sudan.
During the five-day process, the youth groups created their own films. The participatory process empowers the participants. From the decision of the subject to the editing, every step was conducted by the group with the support of the facilitators.
The Global Migration Film Festival is a partner of Plural+, a youth-produced video festival, and the UN campaign, TOGETHER, which aims to change negative perceptions and attitudes towards refugees and migrants.

“The journeys migrants take, sometimes full of peril, often full of hope, have been the subject of films throughout the history of cinema,” said IOM Director General William Lacy Swing. “We hope the films at our next festival will instil understanding, empathy with characters, awe at their journeys and admiration for those who welcome their new neighbours.”

Labels promote sustainable forest management
Dear Editor Sagar,
We are delighted to share with you our results of a recent YouGov survey, highlighting the importance of labels in promoting sustainable forest management. With COP23 already underway, the role of trees and forests in addressing climate change has never been more relevant.
Kindest regards,
The PEFC International Communications Team

Labels promote sustainable forest management, consumers agree
As politicians and activists gather for the COP23 Bonn climate talks, people are wondering what they can do to help avert the climate catastrophe.
One simple action is to look out for the PEFC label on everyday products, something that 53% of all consumers already do at least sometimes, according to a recent YouGov survey.
“Forests and trees are a cornerstone of addressing climate change, as are products made of wood – if they originate from sustainably managed forests,” explains Ben Gunneberg, CEO of PEFC International.
“Consumers can easily identify such products through the PEFC label, which is exclusively available for products coming from certified, healthy forests.”
Forest certification plays a key role
Consumers agree that forest certification plays a key role in safeguarding our forests. The YouGov survey found that more than 2/3 of consumers globally believe that forest certification labels are important in promoting sustainable forest management.
PEFC, the Programme for the Endorsement of Forest Certification, is the world’s leading forest certification system. The organization sets standards for sustainable forest management.
Globally, hundreds of thousands of forest owners – smallholders, communities, public authorities and companies – have their responsible forest management practices certified to PEFC. Tens of thousands of companies around the world manufacture PEFC-certified products.
Consumers can help!
“The role of consumers in helping us protect forests through the straightforward act of opting for a PEFC-certified product cannot be underestimated,” highlights Mr. Gunneberg.
“I am excited about the fact that more than half of all consumers already do so.”
So what you can do to help? Next time you’re shopping, whether it’s for new furniture, tools for the garden, paper, or just the weekly food shop, make sure you look for the PEFC label!

All figures, unless otherwise stated, are from YouGov Plc. Total sample size was 21,194 adults from Australia, Austria, Belgium, Brazil, Chile, China, Czech Republic, Denmark, Finland, France, India, Indonesia, Italy, Japan, Netherlands, New Zealand, Slovenia, Spain, Sweden, UK and USA.
Fieldwork was undertaken between 8 June – 12 July. The survey was carried out online. The figures have been given an even weighting for each country to produce an ‘average’ value.
PEFC, the Programme for the Endorsement of Forest Certification, is the world’s leading forest certification system. More than 300 million hectares of forests are certified to PEFC’s internationally recognized Sustainability Benchmarks, supplying almost 20,000 Chain of Custody certified companies with responsibly sourced timber and wood-based products. PEFC was founded by small- and family forest owners to demonstrate excellence in sustainable forest management. For more information, please visitwww.pefc.org

Nishant Patel and Mit Bhatt set Extreme Adventure records in India and Asia
Nishant Patel and Mit Bhatt set Extreme Adventure records in India and Asia

First Indians to set records in – Scuba Cycling Undersea & Fly to the Edge of Space respectively
Mumbai, 14th Nov 2017: Mr. Nishant Patel and Mr. Mit Bhatt have made India proud by being the first Indians to set records in Asia and India under the category of extreme adventure sports – Nishant Patel has set records with Asia Book of Records and India Book of Records as the first Asian for‘Deepest & Fastest Scuba Cycling Undersea’ and Mit Bhatt has set a National Record with Limca Book of Records and India Book of Records as the First Indian Civilian to Fly Highest & Fastest to the Edge of Space whilst Enduring Maximum G-Forces’. They were both honoured with an award and certificate in the Top 100 Unique National Records recently by India Book of Records in New Delhi.
Speaking on this momentous occasion, an avid adventure sports love, Mr Nishant Patel said, “I always like to challenge myself to take the adventure to another level and I am very thankful to the two PADI certified Dive Centres in India for enabling me to achieve the unattainable. During my many practice sessions, I realised that to be able to cycle at a depth of 30m+ (100+ feet) and allow myself a safe & longer bottom time and to achieve the target would be a challenge. I would need about 20-25 minutes to cycle the 100m distance factoring in any currents, surface conditions, obstructions and atmospheric Pressure (ATM) etc., and that was bigger risk and the real challenge! But accomplishing my aim and creating this record wouldn’t have happened without the excellent guidance of the diving instructors at both the dive centres I developed and practised this adventure with and a robust cycle that required modifications to achieve this feat in the sea. You live once, you dream once, you should put efforts to make your dream a reality”
Nishant Patel has participated in many cycle races in Ladakh and has cycled on the world’s highest motor-able road in India, to cycling down most of the south on cycle. But being an adventure enthusiast he wanted to challenge himself further and hence decided to conquer some depths through ‘Scuba Cycling in the Sea’. Though he was an amateur in this field, and without any formal Scuba certification, he developed and practiced the sport undersea at 5-7m in the Andamans and decided to take on this challenge to greater depths. He became the first Asian to set a record of ‘Deepest & Fastest Scuba Cycling Undersea’ in the Bay of Bengal off Puducherry at a depth of 32.7m (107 feet) in the ocean cycling a distance of 100m in just 6 minutes 47 seconds. Nishant, besides being an avid adventurer, he is also the Founder and Trustee of Equal Street. He is also a Treasurer and event felicitator for Australian Alumni Association Mumbai Chapter (AAA, body formed under Australian Consulate to help build ties between the two countries)
Another winner of Limca books of Record & India Book of Record Holder, Mr.Mit Bhatt an adventure enthusiast took the challenge of creating the record of first Indian civilian to touch the ‘Edge of Space’. A dream for many as it is still a prerogative of fighter pilots and astronauts, but it was achieved by Mit Bhatt. Having experienced many adventures on land, undersea and air, Mit wanted to take it to the next level by ‘Experiencing Space’. To realise his dream and create a record, Mit went to Russia to fly in a MiG-29UB Fighter Jet to reach the Stratosphere. He touched the Edge of Space at Supersonic speeds whilst enduring pulverising Gravitational forces (G-Forces) followed by Top Gun style Aerobatic Manoeuvres.
Speaking on the occasion, Mr Mit Bhatt said, “It was an unforgettable experience which cannot be expressed in words to fly to the stratosphere (edge of space) and come back, though there were lots of technical and physical complications involved. During the Vertical Take-off I felt as if someone kept punching really hard on my stomach when the gravitational forces (G-forces) hit, it took the wind out of me and I felt breathless and was gasping for air for a minute. But when we reached the edge of Space, it was quite magical! We tore through the clouds at supersonic speed, the view was like a dream – a thick carpet of snow white clouds below, an electric blue horizon and the sky above getting deeper blue to black with some stars appearing in broad daylight – I felt like I am in heaven! I am glad that I took it up on myself and create this amazing record”.
In the cloudy, snowy and unsuitable weather condition, which makes even trained pilots uncomfortable, he took this ride to the edge of space in 40 mins (max allowed is 45 mins and entirely up to the person how much longer he/she can endure these G-forces) with a top speed of Mach 1.7 (approx. 2,080 kmph), altitude of 17.3km ABSL (approx. 57,000ft) enduring a G-Force range of +4G to +7G.
When Mit is not indulging in extreme adventures, he loves to travel in style which inspired him to found The Grand Vacationist with Nishant Patel and Rishabh Shah. He is also been a Management Coach & Advisor to 4-Star Generals and Squadron Commanders of the US Air Force & US Army Aviation Commands as well as Business Unit Heads of some of the top MNCs such as Delta Air Lines, L&T and BHP Billiton.
Taking their adventure streak into business, Nishant Patel and Mit Bhatthave come together to start an experiential travel start-up called ‘The Grand Vacationist’ offering customised adventure and luxury vacation solutions and have also started the country’s first formal Scuba Advisory Service called ‘Scuba Dooba Do’ for anyone who wants to start their underwater journey with the right advise or for certified divers to plan their dive travel around the world. So people looking at a unique lifetime experience in luxury adventures can now plan their next trip with the record-making experts ‘The Grand Vacationist’!
