FDP for renewed talks

Germany’s pro-business Free Democrats (FDP) on Wednesday said they would not rule out renewed talks on a three-way coalition government. Now both FDP and SPD are bidding for Merkel  hand.
Spiegel reports,German President Frank-Walter Steinmeier now faces the task of facilitating the formation of a government, preferably without having to resort to new elections. The Christian Democrats will have to decide whether Merkel will continue to lead them while the SPD has to reflect on whether they are willing to enter another alliance with the CDU and CSU and, if so, at what price. Would Merkel or Martin Schulz have to give way to make another such alliance happen?
They set a condition for Chancellor Angela Merkel’s conservatives and the Greens to offer a “completely new package” of proposals, Reuters said. “If it really was possible to build a modern republic in the coming years, then we are the last ones who would refuse to talk,” FDP Secretary General Nicola Beer told ntv television. She added, however, that she “can’t imagine that this will work.”
Germany’s Social Democrats (SPD) faced pressure on Wednesday to consider offering coalition talks to Merkel’s conservatives. SPD leader Martin Schulz, whose party had governed in coalition under Merkel since 2013, earlier said the party would go into opposition.

Total international office network expanded to 65 offices across 47 countries

With this office opening AVIAREPS’presence in Greater China is now extended to 8 offices, and provides AVIAREPS’ clientele with a permanent base in Central China from which to implement specialised destination and hospitality marketing, public relations and sales (GSA) representation, to target the region’s massive population of 220 million consumers. With the addition of Wuhan, the total AVIAREPS international office network now numbers 65, across 47 countries and 6 continents.

Connected to 45 international destinations, WUH was the 4th airport to be selected by the Chinese Central Government to become an international gateway after Beijing, Shanghai and Guangzhou.
Today, with a GDP of US$161 billion, Hubei Province is the 8th richest in China, with the economy growing by 9.7%, much higher than the average growth rate of 6.9% for China as a whole. In addition to Wuhan, 14 other nearby cities with populations ranging from one to seven million, will also be the target of the AVIAREPS Wuhan team’s sales, PR and marketing activities. These include the cities of: Huanggang, 7 million; Jingzhou, 6 million; Xiangyang, 6 million; Xiaogan, 5.5 million; Yichang, 4.5 million; Enshi Tujia, 3.5 million; Shiyan, 3.5 million; Jingmen, 3 million; Xianning, 3 million; Huangshi, 3 million; Suizhou, 2.5 million; Tianmen, 2 million; Xiantao, 1.5 million; and Qianjing, 1 million.
Over the past 5 years the population of Wuhan has grown 23%, driven by a shift away from heavy industries, such as steel production, and towards innovation-driven industries such as hi-tech. Nobel literature academy shaken by #MeToo sex scandal wave

The Swedish Academy, which awards the Nobel Literature Prize, has been rattled by a sex scandal as several members, their wives and daughters accused an influential person with close ties to the prestigious institution of assault.
The #MeToo wave exposing sexual misconduct which began in Hollywood has shaken artistic, media and political circles in Sweden, one of the most gender equal countries in the world, as thousands of women have spoken up and campaigned against harassment.
Sweden´s prestigious literary scene was drawn into the fray on Tuesday when newspaper of reference Dagens Nyheter published the testimony of 18 women claiming to have been assaulted or raped by one of the most influential figures in Stockholm´s cultural scene.
The accused man´s name has not been published in the media due to Swedish laws on the presumption of innocence. But his identity is generally known by the public as he is a high-profile person in cultural circles and his name has appeared in online chat forums discussing the issue.
The man did not respond to AFP´s request for a comment, though he told Dagens Nyheter he was innocent.
Married to a writer with “close links to the Swedish Academy”, the man runs a cultural club showcasing exhibitions, readings and performances by both the cultural elite and hopefuls — including Nobel literature laureates — and dubbed by some as “the Academy´s living room”.The club was partly funded by the Academy.
The alleged sexual assaults occurred between 1996 and 2017, some of them in the club´s premises, according to Dagens Nyheter.
Several women spoke openly, allowing the newspaper to reveal their identities, and their stories were corroborated by eyewitnesses, the paper said.
One of them claims to have been raped in an apartment in a posh Stockholm neighbourhood.
“Everyone knows and everyone has always known,” that he was attacking young women, she says.
The women said they remained silent out of fear of jeopardising their careers because of the man´s connections and close relations with leading publishers, producers, directors and composers.
After a “crisis meeting” on Thursday evening, the Swedish Academy announced that it was cutting all ties with the accused, whom it had funded and allowed to manage an apartment it owns in an upscale Paris neighbourhood.
The Academy said in a statement that during the meeting, “it emerged that members of the Academy, daughters of Academy members, wives of Academy members and staff of the Academy have experienced unwanted intimacy or inappropriate behaviour” by the man.
The prominent institution said it would launch an internal inquiry to find out if the man “has had any direct or indirect influence on the Academy´s prizes, scholarships, and fundings of any kind”.
Culture Minister Alice Bah Kuhnke said she regretted honouring him with the 2015 Order of The Polar Star, awarded to members of the Swedish royal family and foreigners for services to Sweden.

Shamim Khan lift second IndianOil SERVO Masters Golf title

Shamim Khan weathers the storm, beats young Veer Ahlawat in playoff to lift second IndianOil SERVO Masters Golf title
Shamim narrows gap with Order of Merit leader Udayan Mane
Digboi, Assam, November 25, 2017: The experienced Shamim Khan weathered the storm called Veer Ahlawat to register his second win at the IndianOil SERVO Masters Golf on Saturday.
The 39-year-old Shamim came through in a playoff against the 21-year-old Veer after both the Delhi-based professionals ended the regulation 72 holes with identical scores of nine-under-279 at the tranquil Digboi Golf Links. It was Khan’s third title of the season and his 15th overall.
Khan took home the winner’s cheque of Rs. 6 lakh from the Rs. 40 lakh event and continued in second place on the PGTI Order of Merit. However, with Shamim’s season earnings moving to Rs. 35,58,250, he has now narrowed the gap between himself and the money list leader Udayan Mane to just Rs. 1 lakh.
Shamim Khan (72-66-71-70), the overnight joint leader, looked in control when he sank his second birdie of the day, a 35-footer on the fifth, which gave him a two-shot lead. But there was a twist when Veer Ahlawat (71-70-69-69), who was overnight tied third and one off the lead, produced birdies on the sixth, seventh and ninth while Shamim dropped a bogey on the eighth.
After nine holes, Veer, playing one group ahead of the leaders, drew level with Shamim to emerge as a top contender. Ahlawat, playing only his second season as a professional, finally took the sole lead when he drove the 12th green to set up a birdie. Veer, who plays at the DLF Golf & Country Club, Gurgaon, dropped a shot on the 13th but regained his outright lead with a brilliant chip-putt birdie on the 15th.
Ahlawat then missed a few chances to seal his maiden title, notably an up and down for par on the 18th. The match went into a playoff as Khan made pars on his last 10 holes which included a crucial five feet conversion on the 18th.
Veer hit the green while Shamim was in the bunker after two shots each during the playoff on the par-4 18th. Khan managed to turn the tables with a gem of a bunker shot that set up a tap-in for par. The six-foot-three-inch tall Ahlawat, on the other hand, three-putted from 20 feet for a bogey that gave Shamim his 13th PGTI title.
Shamim, who previously won in Digboi in 2014, said, “My putting wasn’t great for the second consecutive day and when I missed a two-footer for par on the eighth, I knew I was in trouble.
“However, I hung in there with pars all the way till the end. I was quite happy to take it into the playoff after having trailed Veer on the back-nine. In a playoff situation, experience always counts. That’s what saw me through at the end. I felt Veer tried a bit too hard during the playoff.
“The birdies were hard to come by on the last two days but my chipping average was excellent. I landed all my chips within a short distance of the pins. The win puts me in a good position to once again contend for the Order of Merit crown,” added Khan, the 2012 PGTI Order of Merit champion.
Veer Ahlawat, who came close to causing a major upset on Saturday, jumped 14 spots to 16thposition in the Order of Merit as a result of his career-best runner-up finish.
Ahlawat said, “The four birdies on the first 12 holes really got my confidence going. I checked the leaderboard on the 15th and that’s when I realized that I was very close to victory.
“I knew Shamim will not be easy to beat but I was quite confident as I was hitting and putting really well. I just couldn’t end it well. I didn’t feel much pressure but I think I got a little excited.
“But I’m quite happy with this performance as it is my best finish as a professional. I feel I’m now coming into my own after an ordinary rookie season on the PGTI last year. Every aspect of my game is better this year.”
Manu Gandas of Gurgaon, another 21-year-old, fired a final round of 71 to take third place at seven-under-281.
Bangladesh’s Md Zamal Hossain Mollah struck a 67, the best score of the last round, to end up in tied fourth at five-under-283 along with Noida’s Rahul Bajaj (71).
Bengaluru’s M Dharma, the joint leader from round three, slipped to tied 10th at two-under-286 after a fourth round of 77.
Digboi’s Dulal Kalowar (76-74-76-77), the only local player to make the cut, shot a 77 on Saturday to end the week in tied 47th at 15-over-303.

Relatives mourn missing Argentine submarine crew, frantic search on

Ten days after the missing Argentine submarine San Juan went silent, grieving relatives have begun mourning the loss of its 44 missing crew members with a religious ceremony Saturday, even though the navy has yet to declare them dead.
A religious service is set to be held outside the Mar del Plata naval base, where the submarine was based, to support grieving friends and relatives.
The navy has refused to say there is no chance of finding survivors.
But many relatives of the crew have lost hope since the navy announced Thursday that there had been an explosion on board the submarine, which experts said was likely linked to a problem with its batteries and would likely have been catastrophic.
A handful of relatives held out hope that at least some of the sailors aboard the 34-year-old submarine, which had recently been retrofitted, could be found alive.
The frantic search for the San Juan “will continue day and night with help from 13 countries,” navy spokesman Captain Enrique Balbi said late Friday.
Hopes were boosted by the arrival later in the day of a giant Russian Antonov transport plane bringing an underwater robot that can scour the ocean at a depth of 1,000 meters (3,300 feet) below the surface.
Separately, an army of welders worked frantically to create an opening in the stern of the Norwegian offshore supply ship Sophie Siem, owned by the Total oil company, large enough to accomodate an underwater rescue capsule sent by the US navy.
The US capsule can sink to a depth of 200 meters (660 feet) and rescue up to 16 trapped submarine sailors at a time in shifts of 20 minutes, experts said.
Depths plummet from 200 meters (650 feet) to more than 3,000 meters on the edge of the Argentine shelf.
Experts say the sub would begin to break-up once below depths of around 600 meters due to the water pressure.
President Mauricio Macri on Friday ordered an inquiry to “know the truth” about what happened to the San Juan.
The submarine and was “in perfect condition,” Macri told reporters at the Argentine navy headquarters.
“My commitment is with the truth,” he said, adding the tragedy “will require a serious, in-depth investigation that will yield certainty about what has happened.”
Argentina´s navy has been fiercely criticised for its handling of the operation since first reporting on November 16 that the San Juan had not returned to base as scheduled.
“Until we have the complete information, we do not have to look for the guilty, to look for those responsible. First we have to have certainty of what happened and why it happened,” said Macri.
Magistrate Marta Yanez has already begun preliminary investigations into the disaster.
She told reporters that unlike a plane, “the submarine does not have a black box. The black box is the submarine,” and it would have to be recovered before the causes of the explosion could be known.

Mount Agung in Bali erupts

Updated Sunday :
Mount Agung volcano in Bali, the resort island of Indonesia, continued powerful eruptions on Sunday with a column of ash spread by up to four km high, forcing authorities to ban flight in the territory, an official of disaster agency said.
The volcano erupted three times on Sunday morning with the latest eruption spewing the highest height of ash, four km, at 06:20 a.m. local time, spokesman of national disaster management agency Sutopo Purwo Nugroho said.
The previous two eruptions on Sunday spread ash by up to 3,000 meters and 2,000 meters high, he added.
The volcanic ash spreads to the east and southeast of the crater, heading to nearby Lombok, a tourism resort in Flores island, the spokesman said.
Planes were banned from flying above the territory as the center of volcanology and geological hazard mitigation (PVMBG) has risen volcano observatory notice for aviation to the highest level, said the official.
Indonesia, Mount Agung in Bali erupted for the second time on Saturday spewing grey volcanic ash as high as 1,500 metres from the crater, disrupting international flights.
The National Disaster Migitation Agency, in a statement, said, there has not been any increase in tremors and volcanic activities since the eruption.
The agency has called for calm among the local community, from which around 25,000 people have been evacuated from the slopes of Agung to hundreds of refuge shelters.
Mount Agung erupted for the first time in 54 years last Tuesday. Indonesia’s National Disaster Mitigation Agency says the 3014-meter volcano erupted again at around 5:30 PM on Saturday. The agency says the eruption was minor, and a plume of ash rose up to a height of about 1,500 meters.
Government officials say they are not changing the volcano’s alert level from 3, the second highest.
16 international flights were cancelled on Saturday, affecting the country’s tourism industry. They include flights operated by an Australian airliner. Australians top the list of visitors to the island.

Chinese premier leaves for Hungary

Chinese Premier Li Keqiang left Beijing on Sunday morning for an official visit to Hungary and the sixth meeting of heads of government of China-Central and Eastern European Countries in Budapest.
Li made the statement in an article published on the newspaper The Hungarian Times before attending the sixth meeting of heads of government of China and the CEEC on Nov. 26-29 in Budapest and paying an official visit to Hungary.
The premier recalled that the first China-CEEC economic and trade forum was held in Budapest in 2011 and, a year later, the 17 countries established a new trans-regional cooperation platform, called the 16+1 cooperation.
Over the five years, the 16+1 cooperation has been growing and the mechanism improving, bringing about remarkable progress to cooperation in all fields, Li said.
A trade hub established by a Chinese enterprise in Hungary has been acting as a “matchmaker” between Chinese and European businesses, and is poised to further facilitate bilateral trade cooperation as the Belt and Road Initiative continues to unfold, the company’s CEO has said.
The hub, formally known as the Central European Trade and Logistics Cooperation Zone, currently comprises an exhibition center in Budapest, and two logistic parks respectively in the Csepel Port in Hungary and the Bremen Port in Germany, Wu Jiang told Xinhua in a recent interview.
The Chinese businessman, with over 20 years of experience in commerce and logistics in Hungary, said his motive to start the trade service company was to help Chinese enterprises find competent local partners in their exploration for new markets in Europe.
“I have noticed that many Chinese enterprises, often unfamiliar with local languages and laws, spent most of their energy dealing with accountants, lawyers and government agencies when they came here, with only limited time spent on expanding actual business. They could stay for only a year or two, without achieving much breakthrough in business and had to call off their endeavor,” said Wu.
He compared his exhibition center in Budapest as a bridge linking Chinese enterprises with local partners.
Activities at the center, such as exhibitions and bushiness presentations, allow the two sides to find suitable partners in a more efficient way, he said.
Meanwhile, the logistics park in the Csepel Port provides services such as cargo distribution, customs clearance and warehousing, among others, according to Wu.
In the past, the goods used to flow southeastward from the base ports of northwestern Europe such as Hamburg, Bremen and Rotterdam, he noted. With the Chinese Railway Express cargo trains and China-Europe land-sea express coming into operation, the trend is that the goods go from the southeast to the northwest, Wu added.
The China-proposed Belt and Road Initiative has brought tangible benefits for businesses in Hungary, noted Wu. “The logistics volume in the park and the whole country has grown very rapidly this year. Our truck fleet is running at its maximum capacity and we have to rent trucks to cope with the trade flow,” he said.

Two crew members left the ARA ‘San Juan’ before disappearing

Two crew members left the ARA ‘San Juan’ days before the Argentine Navy’s submarine disappeared off the radar in the South Atlantic, spokesman Enrique Balbi said Saturday as cited by media. “45 people boarded the submarine in Mar-del-Plata, but one left in Ushuaia for personal reasons, because of his mother’s illness,” Balbi said, adding that another sailor was replaced after leaving in Ushuaia. A total of 44 crew members have been missing since November 15, as the search operation continues.

PEMRA bans News channels,Facebook, Twitter and Instagram not accessible in Pakistan

News channels and social media remained suspended in Pakistan on Sunday after being shut down by the government a day earlier.
Pakistan Electronic Media Regulatory Authority (PEMRA) on Saturday and ordered to take all news channels off air. Prior to this decision, PEMRA had directed news channels to ensure the security of their staff while the situation persisted; in light of which, Geo News as per its tradition of responsible reporting was and continues to abide by the rules.
Earlier, PEMRA had barred media from live coverage of Islamabad operation under Media Code of Conduct 2015.
In a press release, the Pakistan Broadcasters Association (PBA) strongly condemned the unilateral closure of news channels by the government. The All Pakistan Newspapers Society (APNS) expressed concern over the sudden closure of television channels and their transmission
Facebook, Twitter and Instagram are also not accessible in Pakistan, while YouTube can only be accessed via the mobile application. Access has also been blocked to the live stream pages of major news channels in Pakistan.
Protesters renewed violence early Sunday morning as they resorted to arson and pelted stones at police, a day after authorities commenced an operation to clear Faizabad Interchange of the sit-in that had paralysed the federal capital for weeks.
The protesters began pelting stones at policemen and set fire to five motorcycles and a car belonging to the police near I-8 sector earlier today, police said.
On Saturday, a protester was killed while over 250 people including 90 policemen and FC personnel, as protests took a violent turn in the capital. Around 8,000 security officials took part in the operation aimed at dispersing the protesters with the help of tear gas and water cannons.

November26, 2017 (C) Ravinder Singh progressindia2015@gmail.com
Ivanka Trump is leading US Business delegation to India – I offered to improve American Steel Tube Plant at BST in 1974, TRF Coal Handling Plant at BTPS in 1975, Travelled in cabin of Diesel Loco made in USA in 1973 at age 18, was responsible for procurement of Thermal Power stores – including scores of US Firms in 1975, worked in Central Stores responsible for Security at AMERICAN Store in 1976 [CPWD Delhi serving 50% of India] which was Logistic Hub for supplies to China during World War. Earlier was inspired by Bobby Fischer and Edison in school days. Since 1977 I was member of American Center and British Council had access to all American technologies of Interest, was filing Patents in 1978 – reading Patent gadgets mainly dominated US Companies.
Also Trained in Renewable Energy Technologies – USAID-IREDA-IIT Course in 1990.
PATENTS are Critical for Commercial Success – Fast Grant of Patent and Banks and State Support is must.
TESLA founded in 2003 has produced about 100,000 Cars in last 12 months. TESLA plants manufacturing Li-Ion Batteries or Solar Cells may be least competitive COULD have been built in India. Cars for Mass Market could be built in India.

200 GW Multipurpose Hydro Power India, 200 GW in Brahamputra Bend.

There is 200 GW of Hydro Power Potential in Himalayas from J&K to Arunachal and 200 GW in Brahmputra Bend. Supaul district home town of the Minister is IMPACTED by floods every year – 40% UP & Bihar are Impacted by FLOODS originating in Nepal. In Brahamputra and Ganga Basin India is lower ripariantherefore entitled to SEEK FLOOD Protection & Build Storage Dams – through Indian Resources & Multinational Funding and sharing obvious benefits of (1) Flood Protection to 30 million hectare or 4 Bihars in area, NE & Bangladesh besides Nepal itself (2) 800 BU/1600 BU Power Generation, (3) 250 BCM Water Storage/Controlled Releases, (4) Reduce Tube-well Energy Use (5) Blue Pure Drinking Water Free From Contamination, (6) Recreation (7) Food Security, (8) Climate Stability (9) Avoid GHG Emissions, Fossil Fuels Mining & Use(10) Provide Cheap or Practically FREE Energy for 200-500 yrs worth $Trillions.
Green Energy India Can AVOID 3.0 B.Tones of GHG Annually
September11, 2014 (C) Ravinder Singh ravinderinvent@gmail.com
India’s Energy Policy is loaded entirely in favor of Costliest and Most Polluting Coal based power. Even the latest Super Critical Thermal Plants are not effective mainly because such units are located in hot regions, high ambient air and circulating water temperature and shortage of water adds up to much lower thermal efficiency and in addition there are substantial Transmission & Distribution losses. Use of low quality coal releases around 200 million tones of Fly Ash at power stations, partly in air also.
Business As Usual situation may consume 2000 million tone of Coal every year producing over 800 million tones of Fly Ash at power stations including 160 million tones released in air by 2030.
Thus Indian power is Costliest and Most Polluting due to extensive use of thermal coal for power generation.
Green Energy Programs to Avoid 3.0 Billion Tones of CO2 by 2030 are: –
1.]  India should be developing 200,000 MW of Multipurpose Hydro Power+, producing 800m Units of Electricity and avoiding 0.8 Billion Tones of CO2 every year and around 40 tones of Fly Ash emissions in air.
+ Additionally Prevent or Moderate Floods in 40 million hectares of flood affected land and supply 500 BCM of addition Clean Blue Water for Irrigation, Municipal other uses, reduce water pumping for irrigation etc.
2.]  100,000 MWe of Nuclear Power shall produce around 750 BU of green electricity avoiding 750 million tones of CO2.
3.]  200,000 MWp Solar Power with Tracking shall generate 450 BU of green electricity to be ready by 2020.
4.]  Energy Efficiency 500 BU Annually by 2030 avoiding 500 million tones of CO2 every year.
5.]  Wind, Biomass, Tidal, Bio-Fuels together shall produce 200 BU of electricity or 200m avoid Tones of CO2.
6.]  Electric Transport like Railways, Electric Vehicles, Trams etc shall avoid 300m of CO2 in replacing petroleum.

All these programs are Commercially Viable and produce Cheaper Electricity than by polluting Coal Based power require just $2.5 Trillion investments including T&D. India shall Lead The World in Saving Planet Earth From Impact Of GHG on Climate Change.
Electro Mobility – $Trillion World Tech-Leadership Opportunity November25, 2017 (C)Ravinder Singh progressindia2015@gmail.com
Quest event on Electro Mobility was well organized but was mainly focused on Li-Ion Battery and Charger technologies – both are not the primary mobility technologies.
Electro Mobility for India is $Trillion World Leadership Opportunity
In 2011 at one IPR event I told RIL R&D head ‘Your Company Has So Much Cash that You Can Promote 100,000 Technologies and Could Become first $Trillion Company in the world.’

RIL engaged RA Mashelkar who Misled CSIR for many years, had $10b annual budget couldn’t develop a Single Commercial Technology – in last 6 years is largely a FRAUD.
Rahul Bajaj led Opposition to ‘India joining PCT’ is reduced to9% of 2-Wheelers Sold from 70% – 5% in Value, may be reduced to 1% if it doesn’t Switch to Electro Mobility.
RIL invested heavily on RJIO also – since acquiring 4G license in 2010 money has gone out of RIL Accounts so far – may not be profitable for many more years.

Siting through the event I recalled my ‘Electro Mobility Ideas’over last 45 years, since introduced to Steam, Diesel & Electric Locos, travelled in Locos during education tour – realized myMobility Ideas alone could be $Trillion Opportunity for India and exports.
Li-Ion Battery cost in wholesale has reduced to just $40/Kwh and weight reduced to 1kg/Kwh. Last time I purchased a Lead Acid Battery it cost $60/Kwh weigh 20 kg.
Both Li-Ion & Lead Acid Batteries Cost almost Same, Compete with each other and both can improve Performance & Reduce cost. In recent times Price of Lithium metal increased three fold while price of lead has reduced. Recycling of Lead Acid batteries is over 70% – Lithium yet to begin. For stationary ‘Energy Storage’ applications and short distance – Lead Acid batteries shall prevail for a long time.

Opposition from Power Generators & Distributers

Ø Off-grid Solar can charge cars and two wheelers practically free or less than Rs.1 Per kwh or Unit – NTPC & NDPL offered Electricity for Charging at Rs.5 & Rs.5:50/U. Charging stations in Rural-Urban areas may retail energy at Rs.8 to Rs.10/Unit.
Ø NTPC estimated only 7m Electric Vehicles to be on Road in India by 2030 & projected 15 BU demand, when it could be 50-100 times or over 80% Vehicles. Energy required for Electro-Mobility shall exceed 200 BU – mostly cheap SolarPV.
Ø NTPC was right in stating that charging Electric Vehicles at night would come from Coal Fired unit – but most vehicles except public transport operate for 0.5-2 hours a day would be plugged to charging stations in day time as well.

Switch to 100% Electric Railways is Switch to Coal Power

Ø Above valid for Railways – Switch to 100% Electrification to cost Rs.50,000 Cr on new Locos – 25,000 MW of new Connected Load, 10,000 MW of Peaking Power to
cost over Rs.1,00,000 Crores – Rs.1,50,000 Crores on Coal Power Switch.
Ø Diesel Locos can be ‘ENGAGED IN STARTING-EXTRA PULL’ than discarded.
Ø There are OPERATIONAL Improvements opportunities in Railways.
Ø India should promote 200,000 MW Multi-Purpose Hydro Power.

In Conclusion

ü Farmers May Put Up 1 MW SolarPV Generators – Charge Batteries FREE for Purchase of Fast Food – Rs.100 for 2-Wheelers and Rs.500 for Cars or Four Wheelers.

Merkel: EU needs stable German

Chancellor Angela Merkel shed pressure on Monday on the Social Democrats (SPD) to rejoin a “grand coalition” with her conservatives. She argues that the EU and the wider world urgently needs a stable German government in place, media  said. “There are European elections in 2019… so there is a big expectation that we take positions,” she told reporters.
Merkel  referred to proposals by European Commission President Jean-Claude Juncker and by French President Emmanuel Macron on the future governance of the EU’s currency and economic union. Merkel also cited conflicts in the Middle East, tensions with Russia and relations with the US as factors that required a Germany “capable of acting.”

Xi calls for a ‘toilet revolution’

President Xi Jinping clarion call, the country to push ahead with its so-called “toilet revolution” to clean up bathrooms nationwide.
State-run China Central Television gave wide coverage to Xi’s direction on Monday.
Xi hailed the achievements of the program his administration launched 2 years ago. He said the issue must be tackled not just in tourist spots and cities but also in rural areas. He added the initiative should address shortcomings in the people’s quality of life.
State-run Xinhua News Agency says in rural areas some toilets were little more than makeshift shelters surrounded by bunches of cornstalks or open pits next to pigsties.
It notes the country has installed or upgraded 68,000 toilets and many citizens are enjoying the benefits.
President Xi, who started his second term last month, has made improving the quality of the people’s lives one of his policy objectives.

Japan, Israel to ink infrastructure project MOU

Japan and Israel are expected to sign a memorandum of understanding to make it easier for Japanese firms to take part in Israeli infrastructure projects.
The deal will likely be signed by Israel’s Economy and Industry Ministry and a public-private fund, Japan Overseas Infrastructure Investment Corporation for Transport & Urban Development. Covenants,  Israel will provide bidding information on domestic infrastructure projects while the Japanese side will introduce companies.
Israel is carrying out high-speed rail and subway construction projects as its economy and population continue to grow. The projects are worth a total of about 18 billion dollars.Chinese and French companies have won rights to join the projects. Japanese businesses will also be able to participate once the memorandum is inked.
Japanese firms have long been cautious of doing business with Israel as such moves could invite economic sanctions by Arab nations, which are at odds with Israel.
Presently, Arab countries have been less concerned about companies dealing with Israel. This is because rivalries among Middle Eastern nations have become more complicated due partly to Islamic sectarian tensions.

Eastern Europe, China summit

Leaders and ministers from 16 countries in Central and Eastern Europe, including Balkan nations, met in the Hungarian capital of Budapest on Monday. Chinese Premier Li Keqiang also took part. Eastern and Central European countries are stepping up their pursuit of investment from China for infrastructure and economic development.
Hungarian Prime Minister Viktor Orban told the meeting that European funds are not enough for Eastern and Central Europe to develop and that it will require external technology and financial contributions. He said Eastern Europe welcome China’s participation as part of the new economic order.
Orban unveiled a plan to modernize a railway linking Budapest with the Serbian capital of Belgrade, using China’s high-speed train technology. He said the project will begin soon.Premier Li said China is ready to offer cooperation to help countries in the region promote industrialization and build infrastructure.
Analysts say that struggling Eastern European nations are eager to draw investment from China, showing interest in Beijing’s “One Belt, One Road” initiative to establish a wide trans-Eurasian economic zone.

Pak PM Abbasi visit Saudi Arabia

Pakistan Prime Minister Shahid Khaqan Abbasi and King Salman bin Abdulaziz Al Saud of Saudi Arabia discussed bilateral relations as well as the regional and international issues of mutual interest in a meeting here on Monday during the former’s one-day visit to the Kingdom.
During his meeting with the King, the two dignitaries reviewed the entire spectrum of their bilateral relations in addition to regional and international issues.
They also discussed ways and means to further enhance their bilateral relations in diverse fields.
Abbasi was accompanied by Minister of Foreign Affairs Khawaja Muhammad Asif, Chief of Army Staff General Qamar Javed Bajwa, and Director-General of the Inter-Services Intelligence (ISI) Lt Gen Naveed Mukhtar.
During the visit, the premier held meetings with the Custodian of the Two Holy Mosques King Salman and the Crown Prince His Royal Highness Prince Mohammed bin Salman Al Saud.
The Saudi King also hosted a luncheon in honour of Abbasi and his delegation.
The Prime Minister lauded the efforts of the Saudi leadership in bringing peace and stability in the region and assured the Saudi King of Pakistan’s full support in this regard.
The Saudi King praised the excellent relations that exist between the two sides and efforts of Pakistan in rooting out the menace of terrorism and extremism from its soil.
During his meeting with the Crown Prince, the Prime Minister praised his vision for launching the national economic transformation plan ‘Vision 2030’ and offered Pakistan’s technical and human resource assistance in achieving it.
Abbasi also appreciated the efforts and dedication of the Crown Prince in launching a unified platform of Muslim countries — in the form of Islamic Military Alliance to Combat Terrorism (IMCTC) — for countering the menaces of extremism and terrorism that were distorting the real essence of Islam.
The Crown Prince — while appreciating the efforts of Pakistan in fighting terrorism and its active participation in IMCTC — said Saudi Arabia and other countries of the coalition looked forward to learning from Pakistan’s experience in this field.
He underscored the fact that there was a great potential for further strengthening of our bilateral relations, especially in the fields of economy, trade, investment, and defence.
Earlier upon arrival in Saudi Arabia, the Prime Minister was received at King Salman Airbase by Prince Faisal Bin Bandar Al Saud — the Governor of Riyadh province.
This was Abbasi’s second visit to Saudi Arabia. Prior to this, he had visited the Kingdom soon after assuming office.
Pakistan and Saudi Arabia enjoy close and fraternal relations.
The traditionally warm bilateral relations are based on mutual trust and common aspirations of the people of the two countries.
In 1951, the two countries had signed a ‘Treaty of Friendship’, which lays the foundation of our bilateral relations.
Abbasi later left for Pakistan at the conclusion of his visit.
Earlier, the prime minister and General Bajwa attended the IMCTC conference, where the Alliance’s military commander General (retd) Raheel Shareef addressed the attendees
Speaking to the defence ministers at the IMCTC, General (retd) Shareef emphasised on the multilateral counter-terrorism efforts. He said while all individual states were making efforts against the menace of terrorism, the required level of synergy and resources were lacking, said a press release issued here.
The former Army chief noted that the IMCTC would support its partners mainly through intelligence sharing and capacity building, underlining how the Muslim world was the biggest sufferer of the menace of terrorism.
“Fight against the faceless enemy with extremist ideology is complex and challenging, requiring collaboration. Pakistan has turned the tide and has had defeated the menace,” he stated further, as officials from 40 Muslim countries gathered Sunday in the first meeting of an Islamic counter-terrorism alliance.
During last six years alone, General (retd) Shareef said, more than 70 percent of all deaths attributed to terrorism had occurred in Muslim countries.
Saudi Arabia, in response, vowed that the new Islamic alliance “will wipe terrorists from [the] earth”.
Crown Prince Mohammed bin Salman — who is also the Saudi defence minister — vowed to “pursue terrorists until they are wiped from the face of the earth”.
“In past years, terrorism has been functioning in all of our countries… with no coordination” among national authorities, he said in his keynote address to the gathering.
“This ends today, with this alliance.”

‘Pan-Islamic unified front’

The summit is the first meeting of defence ministers and other senior officials from the IMCTC, which comprises 41 countries and identifies as a “pan-Islamic unified front” against violent extremism.
The alliance was announced back in 2015 under the auspices of Prince Mohammed, whose rapid ascent since his appointment as the heir to the throne in June has shaken the political scene across the region.
Sunday’s meeting comes as several military coalitions — including key Saudi Arabia’s the ally the United States — battle to push Daesh from its last remaining bastions in Iraq and Syria.
The alliance excludes Iran, as well as Syria and Iraq, whose leaders have close ties to Tehran. Geo News

Obama Foundation Folks –More than five years ago,

Obama Foundation
Folks –More than five years ago, leaders at the 92nd Street YMCA in New York had a good idea: to establish an annual holiday devoted to supporting causes.
They decided it should fall on the Tuesday after Thanksgiving, and they called it “Giving Tuesday.”
In the years since, it’s become a movement. The day raises hundreds of millions of dollars in gifts from generous people in nearly 100 countries. Partner organizations all around the world have added their voices to the cause.
And it all started with a good idea in the right place.
How do you turn more good ideas into reality? You increase the likelihood that those ideas land in capable hands. You build an inspired, able network of organizers ready to change the world. That’s exactly what President Obama and Mrs. Obama are trying to do with the Obama Foundation.
We launched this organization earlier this year as an experiment in twenty-first-century citizenship. And today, on Giving Tuesday, we’re asking if you’ll help us build it. When you do, you’ll be supporting leaders already making an impact in their communities, and those folks who want to become more involved but just don’t know where to start.
How are we putting your generous gifts to work? Just take a look at what we’ve done this year.
We hosted Training Days in communities from Chicago to Tempe to Boston, gathering together hundreds of young leaders ready to take the next step in making change in the places where they live. We taught them how to use their own stories to bring people together. Connected them with groups already doing good work in their communities. Coached them in the most effective ways to impact their local communities.
We launched a Fellowship program to provide a diverse set of community-minded rising stars with hands-on training, resources, and leadership development to help push their work forward. Throughout the program, each of our Fellows will pursue their own individualized plan to take their work to the next level. Along the way, they’ll participate in several multi-day gatherings, where they can collaborate with each other and connect with potential partners.
We hosted a two-day Summit in Chicago, bringing together hundreds of passionate and inspiring civic leaders from around the world to share ideas, learn from one another, and explore creative solutions to common problems. It was the kind of event where an education reformer from Appalachia might rub shoulders with a member of European Parliament and discuss how digital technology is reshaping our economy and our world. I believe every single one of us walked away from those two days feeling as fired up as ever to take what we learned and put it to work.
This isn’t work that will be finished in a year, two years, or five years — and that’s why the Obamas believe it’s the most worthwhile work we can be doing right now. It’s the kind of work that shapes a generation and can make permanent change in communities. That’s what we’re investing in for years to come.
Your gift today is an investment in your fellow citizens.
Thank you — and Happy Giving Tuesday. Let’s go make more days like today possible.
With gratitude,
David

To promote cultural exchange and to enhance the friendly bond between
India and other nations, it has been a tradition that every year, the International
Film Festival of India features a ‘Country of Focus’ to showcase the cinematic
contributions of that particular nation and to provide a platform for film-makers and
others connected with cinema from both the countries to exchange ideas, to
connect and to look for opportunities for collaborations.
The 48th International Film Festival of India hosted Canada as its ‘Country of
Focus’.
2017 also marks the 150th Anniversary of the Canadian Confederation.
Diversity and inclusion, reconciliation with Indigenous people, environment and
youth are the major themes of the 150th Anniversary of the Canadian Confederation
and it very well reflected in the film package of a variety of genres that Canada had
brought with great warmth and love to the 48th IFFI. The package was curated by
the Toronto International Film Festival in collaboration with Telefilm Canada.
The list of Canadian films included Stephen Dunn’s ‘Closet Monster’ which
tells the story of an imaginative teenager, his struggle through a rough childhood
onto the brink of ‘adulthood’, Pat Mill’s ‘Don’t Talk to Irene’ which portrays how
the central character Irene who is bullied at school for her fatness and who gets
suspended at the school as a result of a cruel prank, utilizes her community service
punishment to prove that you don’t need to be physically ‘perfect’ to be perfectly
awesome, Kim Nguyen’s ‘Eye on Juliet’ which is a love story captured through the
eye of a spider drone, Mina Shum’s ‘Meditation Park’, which gives us an insight
on the experiences of first-generation immigrant women and focuses on the tale of
a women’s journey of liberation which unexpectedly starts when she discovers the
infidelity of her husband.
Johnny Ma’s film ‘Old Stone’ was the opening film of the ‘Country of Focus’
screenings. The psychological thriller takes us on a journey with a local small town
taxi driver in China who bears the brunt of bureaucracy and legal manipulation after
he gets involved in an accident.
Other films were, Robin Aubert’s ‘Ravenous’, which is a horror tale set in a
small remote village in upstate province of Quebec, Carlos and Jason Sanchez’s
‘Allure’ cinematically captures the quest for a worthy companion and the journey
thereafter, and Hugh Gibson’s documentary ‘The Stairs’, which is ‘a nonjudgmental
character study of life on society’s margins’ in director’s own words.
Some of the Co-production films from Canada were also participating in the
festival- The film, ‘Still Night, Still Light’ (Canada, China and Mexico production)
competed in the International Competition. Two films were screened under the
Cinema of the World Category; ‘The Bread Winner’ (Canada, Ireland Luxembourg)
and ‘Union Leader’ (Canada, India). Another film ‘The Solitude’ (Canada, Venezuela,
Italy) was part of the “Biennale College 1017 Venezia” package.
In a recent interview, The High Commissioner of Canada to India, H.E. Nadir
Patel said, “Today, Canada is driving not just the story telling in films, but the
technology that allows those stories to be conveyed to audiences around the world.
We are delighted that in addition to screening some wonderful films during the 48th
IFFI, Telefilm Canada has brought prominent Canadian film personalities, film
makers and Canadian companies who are ready to explore opportunities with their
Indian counterparts”.
Cameron Bailey, Canadian film critic and the artistic director of the Toronto
International Film Festival (TIFF) clearly believes that there is a valid comparison
between the culture and diversity in Canada and India, and the way this
multiculturalism reflects in Cinema of both the nations.
Indo-Canadian film-maker Brinda Muralidhar said, “As an Indian I believe
and appreciate the value and spirit of ‘Vasudhaiva Kutumbakam’ (The Whole World
is One Family), in the same spirit, my adopted home Canada embraces everyone
from around the world equally without any exception”.
The Consul General of Canada in Mumbai, H.E. Jordan Reeves said during a
press conference in Panjim that the Government of Canada is very committed to
celebrating the diversity of its population. He added, “Diversity is part of the
equation in Canada and we are really serious about that. We really value the
contributions of Indo-Canadians and other Indians coming to Canada to make
films”.
India and Canada too have a standing Audio-Visual Co-Production
Agreement which is enabling Indian and Canadian film producers to utilize a
platform for collaboration on various facets of film making. On the sidelines of the
48th International Film Festival of India, a Canada-India Co-production Film
Workshop was also organized in Panaji by Telefilm Canada and the Consulate
General of Canada, Mumbai. In Canada, the official co-productions are recognized
as ‘100 percent Canadian’ and have access to the same domestic financing as
Canadian productions.
Canadian cinema has always been under the shadow of ‘big brother’
Hollywood, but it has never failed to retain its unique character and appeal, thanks
to the work of celebrated directors like Denys Arcand, David Cronenberg, Atom
Egoyan, Guy Maddin, Xavier Dolan, Patricia Rozema, Sarah Polley and others. It
continues to be a force to reckon with despite a steady ‘brain drain’ which has seen
the likes of James Cameron and Denis Villeneuve make blockbusters in the US.
Canada manages to unearth talented new directors every year because it has a
well-oiled publicly-funded system to spot and promote young filmmakers.
Indian film-critic, Saibal Chatterjee who has been regularly covering TIFF has
some advice to offer, he says, “Canadian cinema has the potential to be
commercially viable in India, beyond the festivals. Similarly, Indian expatriates are
a large community in Canada, especially in Toronto (Ontario) and Vancouver
(British Columbia). The viewership for Indian stories in these cities is considerable.
There is, therefore, room for developing the potential of both Indian and Canadian
cinema with an eye on marketability. English-language Canadian films could be
commercially exploited on the Indian exhibition circuit, which currently is
dominated entirely by Bollywood and Hollywood. This would give audiences here
wider choice. Indian films, too, could look at tapping the Canadian market in a
bigger way. That is the direction that filmmakers in both countries should take in
the years ahead”.
The Lifetime Achievement Award of the 48th International Film Festival of
India also went to one of Canada’s most celebrated Canadian film-maker, Mr. Atom
Egoyan whose 3 films-‘Exotica’, ‘Remember’ and ‘The Sweet Hereafter’- were
screened at the festival. Mr. Egoyan also held a Master Class on ‘Making Drama’
during the festival.
The India-Canada bilateral relationship is developing in many different areas,
and the cultural ties promoted through films between Canada and India is an area
with great potential. Now it is up to the film-makers of both the nations to join
hands together to make a bright cinematic future.

Aung San Suu Kyi plans to visit China

Myanmar’s de facto leader Aung San Suu Kyi plans to visit China, starting on Thursday.
Myanmar’s government says that during her stay in China, Aung San Suu Kyi will attend a conference of officials from the Chinese Communist Party and its foreign counterparts.
The government says the purpose of her visit is to strengthen relations with China.
The government has been under international criticism for allowing the conflict in the country’s Rakhine state to force minority Rohingya Muslims to flee to Bangladesh. The international community sees the Myanmar government’s inaction as a violation of human rights.
Myanmar has conspicuously been approaching China in recent months, apparently due to China’s hands-off stance over the Rohingya issue.
The Chinese government maintains that the exodus of Rohingya is a bilateral issue between Myanmar and Bangladesh.
Aung San Suu Kyi met with Chinese Foreign Minister Wang Yi on November 19th when he visited Myanmar.
Wang expressed China’s intention to help Myanmar resolve the Rohingya issue. Aung San Suu Kyi thanked him for the support.
Analysts say China also wants to strengthen ties with Myanmar by setting aside the human rights issue because it ultimately wants to advance into Myanmar’s economy.
They say Aung San Suu Kyi’s visit to China will provide another opportunity in this direction for the 2 countries.

Bosnian Croat political after ‘the Butcher of Bosnia’

United Nations war crimes tribunal in The Hague has suspended an appeal case of a Bosnian Croat suspect after he apparently drank poison upon hearing his 20-year sentence was upheld.
The suspect, Slobodan Praljak, drank from a small bottle, declaring: “What I am drinking now is poison”.
“I’m not a war criminal,” Praljak shouted at the presiding judge.
The tribunal on Wednesday was handing down its last judgment, in an appeal by six Bosnian Croat political and military leaders who were convicted in 2013 of persecuting, expelling and murdering Muslims during Bosnia’s war. Reports.aljazeera.com
Six former Bosnian Croat political and military leaders will on Wednesday learn their fate as UN judges hand down their final verdict for war crimes committed during the bloody break-up of Yugoslavia. Prosecutors accuse Ratko Mladic and his political counterpart Radovan Karadzic of seeking through ethnic cleansing to “permanently remove”Bosnian Muslims and Bosnian Croats from areas claimed by BosnianSerbs.
This judgement comes after week after the judges imposed a life sentence on former Bosnian Serb military commander Ratko Mladic, whose ruthlessness in the conflict earned him the title ‘the Butcher of Bosnia’.
Former prime minister of a breakaway statelet Prlic, and his five co-defendants were found guilty in 2013 on 26 charges of taking part in a scheme to remove Bosnian Muslims permanently and create a Croatian territory.
The bloody 1992-1995 war in Bosnia, in which 1 lakh people died and 2.2 million were displaced, mainly pitted Bosnian Muslims against Bosnian Serbs and Bosnian Croats.

S.Korea tests 3 missiles

South Korean military conducted a missile drill in waters close to the maritime border with North Korea immediately after the North launched an ICBM-level missile.
The drill, which lasted about 20 minutes, began in the Sea of Japan at 3:23 AM on Wednesday, only minutes after the North Korean missile launch, and involved the country’s Army, Navy and Air Force.
An Aegis ship fired a Haesong-2 missile, which has a range of 1000 kilometers and can penetrate concrete 5 meters thick.
An Army missile unit fired a Hyunmoo-2 missile, which has a range of 300 kilometers and is capable of destroying an area within a 600-meter radius.
An Air Force KF-16 fighter jet fired a SPICE-2000 missile, which has a range of 57 kilometers and is capable of penetrating concrete 2.4 meters thick.
The military released videos of the launches of the Haesong-2 and Hyunmoo-2 missiles.

Bali’s international airport will re-open today

Bali’s international airport will re-open on Wednesday after a nearly three-day shutdown, Indonesian airport authorities say, as ash from a rumbling volcano that looms over the island paradise shifted direction.
The eagerly awaited decision opens up a window of hope for some of more than 1.20 lakh 2tourists stranded after a spike in activity at Mount Agung grounded hundreds of flights since Monday.
The majority of Bali’s tourists are Chinese, followed by Australians, Indians, British and Japanese. Foreigners whose visitor visas are expiring will be given a special permit to stay longer due to the eruption.
Agung rumbled back to life in September, forcing the evacuation of thousands of people living nearby.
Indonesia, the world’s most active volcanic region, lies on the Pacific Ring of Fire where tectonic plates collide, causing frequent volcanic and seismic activities.

Francis calls for peace in Myanmar

Pope Francis has called on the people of Myanmar to exercise compassion to overcome ethnic problems in the country, where members of the Rohingya minority have been forced to flee their homes.
Francis delivered his message at a public Mass in a stadium in Yangon, the country’s largest city, on Wednesday. He arrived in Myanmar 2 days earlier.
Organizers say about 150,000 Christians from across the country attended the Mass. About 90 percent of the population is Buddhist.
The pontiff said he knows many people in Myanmar carry the wounds of violence, but he urged them to show forgiveness and compassion to others, for the sake of reconciliation and peace.
He did not refer to Rohingya issues directly in his speech. Members of the Muslim community in the western state of Rakhine are seeking refuge in neighboring Bangladesh. The Myanmar government has been accused of abusing their human rights.
The Pope apparently prioritized conveying a message of peace to avoid adding fuel to the country’s conflicts. Many in Myanmar hold negative views of the Muslim minority.
A man attending the Mass said that seeing the Pope moved him. He added that he prays for peace for the people of Myanmar and Rakhine.

Berlin summons N. Korea ambassador over missile test

Germany strongly condemns North Korea’s latest ballistic missile test, Foreign Minister Sigmar Gabriel said on Wednesday. Gabriel added that he would summon North Korea’s ambassador, Reuters reported. Pyongyang “has again breached international law,” the minister said in a statement. “North Korea’s ruthless behavior poses a huge threat to international security.” Pyongyang said on Wednesday it successfully tested a new intercontinental ballistic missile (ICBM) that put the entire US mainland within range of its nuclear weapons.
China expressed “grave concern” on Wednesday after North Korea fired what appears to have been an intercontinental ballistic missile (ICBM) that landed close to Japan. Foreign Ministry spokesman Geng Shuang told reporters that China hopes all parties act “cautiously to preserve peace and stability,”

Russia condemns North Kora missile launch

Russian presidential spokesman Dmitry Peskov on Wednesday described North Korea’s latest missile launch as provocative. Russia still does not see any reason for significant optimism in implementing the proposed “road map” for resolving the situation around North Korea, he added. Peskov expressed hope that other parties of the conflict will remain calm and will not worsen the situation. Russia and China earlier offered North Korea the option to declare a moratorium on nuclear tests and missile launches and suggested that South Korea and the US refrain from conducting exercises in the region, Sputnik said.

Mumbai, 29 November 2017 – Former Miss Asia Pacific, actor, producer, entrepreneur and environmentalist, Dia Mirza, was appointed as UN Environment’s Goodwill Ambassador for India.
A long-standing supporter of environmental conservation, Dia will take up the role to add more weight to her work on raising awareness of and seeking solutions to environmental issues that the world, and India in particular, faces.

“Together, we will continue working towards conservation of nature, tackling climate change and inspiring people to live more sustainably.”
Dia is a committed voice for change, and has contributed her efforts in the field of social change, conservation and environment. She has been the face of many pivotal environmental campaigns across India, and has worked towards the conservation of wildlife.

Health: Govts spending less force people to fork out more
Per Capita Healthcare Spend In HP 6 Times As Much As In Bihar
The government spent more than Rs.2,000 per person per year on health in Himachal Pradesh while in Bihar per capita government spending was just Rs.338, about one-sixth as much. This wide disparity in government spending between states also results in a corresponding variation in how much people are forced to spend from their own pockets.
Government spending includes what’s spent by all levels of government, but about two-thirds of the total nationally is by the states. These facts emerge from the National Health Accounts 2014-15 just uploaded on the union health ministry’s website.
In Himachal, people had to pay only about half the total health expenditure from out of their own pockets, while in Bihar their share was 82%. The national average for households’ share of the total spending was less than two-thirds.
The pattern of low government spending leading to a very high share of the burden of health expenditure being borne by the people is clear in the case of states where government share of spending was the smallest. As a share of the total health spend, Andhra Pradesh had the lowest, 15.4%, leaving people to shoulder 78%. In Bihar, the government’s share was just 16.5%. Shockingly, in Punjab, considered one of the most prosperous states, government spending was just 17% of the total health expenditure, while people spent 79.3% from their own pockets.
The two figures do not add up to 100% because total health expenditure also includes private or government-funded health insurance, spending by NGOs and by external donors. Thus, in some states, despite a low share of government in total health spend, the share of households is not too high. For instance, while in Maharashtra the government spends only 17% of the total, the households’ share is only about 60%, the remaining 27% being accounted for largely by insurance.
So where is all this money going? According to the NHA, private hospitals (26%) and private clinics (5%) accounted for almost a third of the total health spending, while pharmacies raked in another 29%. The share of government hospitals and clinics was just over 20%. Diagnostic labs and patient transport accounted for about 5% each. Inpatient care was 35% and outpatient care about 16% of the total health expenditure, while medicines and medical products accounted for almost 30%.
Another revealing statistic that emerges from the NHA is that a mere 5.3% of the total was spent on preventive healthcare.

Merkel ready to help African states

EU wants to work more closely with Africa to address illegal migration, German Chancellor Angela Merkel said on Wednesday. She was addressing a summit attended by dozens of European and African leaders in Abidjan, Ivory Coast. “It’s very important that we simply support Africans to put a stop to illegal migration, so people don’t have to either suffer in horrible camps in Libya or are even being traded,” Merkel said. Migration is a top issue at the summit after recent footage of migrants at a slave auction in Libya drew international condemnation, AP said. Another issue high on the agenda is security as the threat of extremism grows in West Africa and elsewhere.

May visits Iraq

British Prime Minister Theresa May met with her Iraqi counterpart Haider al-Abadi in Baghdad on Wednesday, Reuters reported, citing an Iraqi government spokesman. This is her first visit to Iraq since coming to power last year. The British government said in September that there were around 600 British soldiers on the ground in Iraq. “We will continue to support Iraq in various fields,” May said, according to Iraqi state television. Abadi said that “Iraqi-British relations have witnessed an improvement, especially in the field of counter terrorism,” according to the report.

Czech PM Bohuslav Sobotka stepped down

Czech center-left government of Prime Minister Bohuslav Sobotka stepped down on Wednesday. The move makes way for billionaire Andrej Babis, who won an election last month, to take power in time for an EU summit in December. “The resignation will be delivered to the president today,” Sobotka said after a regular government session.
His coalition government was the first in 15 years to complete a full four-year term and presided over robust economic growth that helped cut unemployment to the lowest level in the EU and push up wages at the fastest pace in a decade, Reuters said. However, voters opted for anti-establishment candidates, punishing traditional parties at the polls. Babis’s ANO party, with pledges to fight political corruption, has failed to convince any of the other eight parliamentary parties to join a new coalition.

Soth Korean Gov’t to pump in 2.2 tln won through 2022 for 4th industrial revolution

South Korea’s government said Thursday it will allocate 2.2 trillion won (US$2 billion) for research and development (R&D) projects throughout 2022 to better prepare for what it calls the fourth industrial revolution.
Under the project dubbed “I-Korea 4.0,” the Presidential Committee on the Fourth Industrial Revolution said it will secure new growth engine for the country by expanding industries’ productiveness and competitiveness under the idea of “intelligence, innovation, inclusiveness, and interaction.”
The government said the project will generate some 366,000 new jobs along with 128-trillion-won worth of wealth by 2022.
“The National Assembly and the government both consider the fourth industrial revolution as crucial,” said Science Minister Yoo Young-min, claiming the ministry will bring different governmental bodies together to promptly carry out projects.
The government said it will foster some 46,000 R&D experts, while providing education programs to South Korean workers to cope with the changing scope of the labor market. It will expand the benefits of employment insurance to provide people with stronger social safety net.
Seoul will also give more leeway to businesses through deregulation, and assist projects to adopt the fifth-generation network by March 2019.
For profitable emerging businesses with high risks, the government said it will create a fund worth 10 trillion won to support them financially.
The government will also adopt robots to support patient care, and provide subsidies to elderly citizens suffering from Alzheimer’s.

Trump reflect back at British PM

US President Donald Trump has hit back at criticism by Britain’s prime minister over his retweets of anti-Muslim videos.
The videos were originally posted by a leader of a British far-right group. She is reported to have had previously been ordered to pay fines for religious harassment of Muslims.
A spokesperson for British Prime Minister Theresa May said the British people overwhelmingly reject the prejudiced rhetoric of the far right.
The spokesperson added, “It is wrong for the president to have done this,” referring to Trump’s retweets.
Trump responded on Twitter, “Theresa May, don’t focus on me, focus on the destructive radical Islamic terrorism that is taking place within the United Kingdom. We are doing just fine.”

Mitsubishi Aluminum admits to data fabrication

Mitsubishi Materials says one of its subsidiaries, Mitsubishi Aluminum, fabricated inspection data for aluminum plates so they appeared to meet quality standards.
The plates were manufactured at the metal maker’s factory in Shizuoka Prefecture.
Mitsubishi Materials acknowledged last week that 2 other group firms, Mitsubishi Cable Industries and Mitsubishi Shindoh, delivered sub-standard products with altered data.
But it did not disclose the misconduct at the aluminum unit, which was actually discovered during an in-house probe in November last year.
Mitsubishi Aluminum says the sub-quality products were delivered to 16 clients, but it has confirmed that the products have no safety problems.
Affected products from the 3 subsidiaries have been supplied to 274 clients.

PM Abbasi deny safe havens in Pakistan

Prime Minister Shahid Khaqan Abbasi has rejected US accusations of Pakistan providing sanctuary to militant groups, stressing that attacks in the region were originating from Afghanistan.
In an interview with Bloomberg, the prime minister said Pakistan would act against terrorists including the Haqqani network within its borders.
“We have asked them to share any intelligence about the Haqqani network, we will take action,” Abbasi said. “The attacks, however, are being made from across the border, we have pinpointed even the sanctuaries of the attackers. Cross-border infiltration from Afghanistan is the order of the day,” Prime Minister Abbasi told Bloomberg.
The Pakistani military and civilian leadership have denied the presence of terrorist safe havens on its soil on numerous occasions.
“There are no organised bases of any terrorist organisations in the country anymore,” said the spokesperson for the Pakistan Army earlier in October.
Foreign Minister Khawaja Asif had also conveyed the same message to US Secretary of State Rex Tillerson during his recent visit to Washington.
When asked about the release of Jammat-ud-Dawa chief Hafiz Saeed, the prime minister replied: “The court, a three-judge bench, has released him saying there are no charges against him, the country has a law you know. Prosecute him internationally if there is substance to these charges — these are accusations only. No evidence has been provided by India.”
Last week, the White House said there would be repercussions for US-Pakistan relations unless Islamabad took action to detain and charge newly freed Hafiz Saeed, accused of masterminding a 2008 assault in Mumbai, India.
“If Pakistan does not take action to lawfully detain Saeed and charge him for his crimes, its inaction will have repercussions for bilateral relations and for Pakistan’s global reputation,” the White House said in a statement.
Saeed has repeatedly denied involvement in the Mumbai attacks in which 10 gunmen attacked targets in India’s largest city. The violence brought nuclear-armed neighbours Pakistan and India to the brink of war.Input geonews

Global complacency threatens the lives of children and adolescents as world set to miss global AIDS target – UNICEF

NEW DELHI/NEW YORK/JOHANNESBURG, 01 December 2017 – In 2016, 120,000 children under the age of 14 died of AIDS related causes, and 18 children were infected with HIV every single hour. If current trends persist, there will be 3.5 million new adolescent HIV infections by 2030, according to projections from the 2017 UNICEF Statistical Update on Children and AIDS released today.

“It is unacceptable that we continue to see so many children dying from AIDS and so little progress made to protect adolescents from new HIV infections,” said Dr. Chewe Luo, Chief of HIV for UNICEF. “The AIDS epidemic is not over; it remains a threat to the lives of children and young people and more can and should be done to prevent it.”

A UNICEF analysis of demographic trends and new HIV data reveals that targets set in the 2020 Super-Fast-Track framework developed in 2016 to end AIDS among children, will not be achieved.

There has been some progress in the fight against AIDS, notably in preventing mother to child transmission of HIV. Around 2 million new infections among children have been averted since 2000. However, UNICEF warns that such progress must not lead to complacency as the Statistical Update highlights that children age 4 and under living with HIV face the highest risk of AIDS-related deaths compared to other age groups.

Paediatric HIV testing and treatment is lagging, with only 43 per cent of HIV exposed infants being tested within the recommended first two months of life, and the same percentage of children living with HIV receiving lifesaving antiretroviral treatment.

UNICEF says progress in preventing new HIV infections among adolescents and improving testing and treatment in adolescent populations has been unacceptably slow. In 2016 alone, 55,000 adolescents (age 10-19) died from AIDS-related causes, 91 per cent of them in sub-Saharan Africa. The data also reveals a worrying gender disparity: for every five adolescent boys living with HIV, there are seven girls of the same age.

“To continue at this slow rate of progress is to gamble with the lives of children and commit future generations to a preventable life of HIV and AIDS,” Dr Luo added. “We must act urgently in order to sustain any gains we have made in the past decade.”
UNICEF proposes a way forward for addressing gaps in the HIV response. This includes:
  • Investing in, and utilising emerging innovations such as HIV self-testing, pre-exposure prophylaxis and new paediatric drugs;
  • Scaling-up the response for children including expanding treatment programmes and investment in new technology for point-of-care diagnostics;
  • Strengthening capacity of governments for the collection of comprehensive, disaggregated testing and treatment data, especially on adolescents, to help inform programming;
  • Prioritising interventions for adolescent girls in sub-Saharan Africa.

The AIDS epidemic must remain a global public health concern, according to UNICEF. Innovative solutions must be adopted to speed up progress in preventing HIV infection of children and ensuring those living with HIV get the treatment they need.

FSSAI issues detailed guidelines on recall of food products

Food Safety and Standards Authority of India (FSSAI) has asked companies to put in place a proper plan to recall food products from markets, if found unsafe.
Food safety regulator yesterday issued detailed guidelines on recall of food products and said that the purpose is to help food business operators to frame a proper recall plan and implement them when the situation demand.
According to FSSAI, food recalls are an appropriate method for removing or correcting marketed food products and their labelling that violate the laws administered by the regulatory authority.
Recall can be defined as an action to remove food products from market at any stage of the food chain, including that possessed by consumer, which may pose a threat to the public health or food that violate the Act.
The recovered product must be stored in an area which is separated from any other food product. Accurate records are to be kept of the amount of recovered product and the batch codes of the product recovered.
FSSAI further said the companies, which have produced unsafe products, should take steps so that the need for such recalls do not arise again in future.

Two earthquakes hit eastern Iran

United States Geological Survey (USGS) has said, two earthquakes hit eastern Iran in quick succession early today. It said a strong magnitude 6.0 tremor struck at a shallow depth close to the populous city of Kerman, followed by a less powerful 5.0 aftershock 10 minutes later in the same area.
However, USGS predicted a low chance of widespread loss to life or property.
The latest tremors come just over two weeks after a 7.3 quake killed more than 400 people in western Kermanshah province, close to the border with neighbouring Iraq.

Obama:Automation is the way forward

Former US President Barack Obama has said India and the US can solve any problem if the two countries are working together. Addressing Hindustan Times leadership summit in New Delhi today, Mr Obama said, India played a key role during the Paris accord on climate change which was not only politically difficult but a right thing to do. He said, all nation have to work to lower the carbon emissions.
Mr Obama said, the partnership between the world’s oldest and largest democracies is a defining one. He said, India’s movement towards a more modern economy that would lift millions of people out of poverty is important. He said, US worked very hard to get India into the Nuclear Supply Group but it did not get the cooperation of every country on the issue.
Mr Obama said automation is the way forward and much of the world’s investment needs to head in this direction. He said, people can not unwind globalisation or pretend automation does not exist and there is a need to invest in people’s skills and education.
Speaking on terrorism, Mr Obama stressed that terrorism of any sort, directed at any country eventually affects everyone. He said, after 26/11 Mumbai attacks, US was as obsessed as India to dismantle the terror network. Replying to a query, he said, US had no evidence that Pakistani government was aware of Osama Bin Laden’s presence in Pakistan.
Speaking on the similarities between the two nations, the former US President said, values of openness and rule of law, freedom of speech are common in India and US. He said, India and US have thrown off the yoke of colonialism and constitution of both countries begin with the same three words, We the People.
On social media, He said, those who are leaders, it is important to be mindful about the power of technological tools and their limits. Mr Obama said, think before you speak, think before you tweet.
He said, for a country like India where there is a Muslim population that is successful, integrated and considers itself as Indian, this should be nourished and cultivated.
Obama was more direct in criticising Trump´s threat to leave the 2015 Paris climate accord on slashing global carbon emissions.
“It is an agreement that — even though we have a little bit of a pause in American leadership — is giving our children a fighting chance,” he said.
Trump has threatened several times to withdraw from the Paris accord saying it is crippling US business. He has called for the agreement to be renegotiated.
Obama would not be drawn into other questions about the US administration at the appearance where he called “destructive populism” a threat to modern democracy.
“The thing I love about America and I suspect the thing you love about India is just this cacophony of life and it throws up all kinds of variety,” Obama said in response to one attempt to force a comment on Trump.
“There are political trends in American that I don´t agree with and abide by but I recognise as part of a running thread in American life.”
Obama said he has become “obsessed” with the way news is handled and consumed, particularly by the young.
“We are more connected than ever before but … more and more we are fitting facts to suit our opinions rather than formulating our opinions based on facts,” said Obama, who was in China before visiting India, and next goes to Paris.

Scholars Have Found a Rare Copy of Heretical Writings on Jesus And His ‘Brother’

Scholars Have Found a Rare Copy of Heretical Writings on Jesus And His ‘Brother’

This didn’t make it into the Bible.
MIKE MCRAE
1 DEC 2017
Near what is today the Egyptian town of Nag Hammadi, some 1,400 years or so ago, somebody buried a whole bunch of documents in a jar.
It’s now been revealed that fragments of one of those manuscripts are somewhat different to the others in this hidden library. For one thing, they’re written in Greek rather than Coptic. But a strange sequence of dots also hints at a more didactic purpose.
The Nag Hammadi library consists of 52 texts spread through 13 leather-bound vellum codices that were discovered back in 1945 by local farmers looking for fertiliser.
Traced back to anywhere between the 2nd and 6th century CE, they are of a heretical tradition described as Gnosticism– an early, rather mystical form of Christianity.
Like so many Gnostic records, most of the documents are written in Coptic, a traditional language written and spoken in Egypt for many centuries.
Earlier this year, religious studies researchers at The University of Texas at Austin discovered one was different to most of the others – it was a copy of an existing piece scribed in Greek.
“To say that we were excited once we realised what we’d found is an understatement,” says Geoffrey Smith, a scholar of Biblical Greek and Christian origins.
“We never suspected that Greek fragments of the First Apocalypse of James survived from antiquity. But there they were, right in front of us.”
The manuscript is famous for describing a conversation between Jesus and James, who he refers to as frequently ‘my brother’. Before we get too excited about proof of siblings, he does make it clear that James is “not my brother materially“.
Nonetheless, the document is technically heretical, not being included in the Christian canon as a bonafide gospel by Athanasius, Bishop of Alexandria, who led discussions in the 4th century on what scriptures to include in the New Testament.
“The text supplements the biblical account of Jesus’s life and ministry by allowing us access to conversations that purportedly took place between Jesus and his brother, James – secret teachings that allowed James to be a good teacher after Jesus’s death,” says Smith.
Being written in Greek isn’t the only thing that makes it stand out.
“The scribe has divided most of the text into syllables by using mid-dots,” says Brent Landau, a lecturer in Religious Studies at the University of Texas.
“Such divisions are very uncommon in ancient manuscripts, but they do show up frequently in manuscripts that were used in educational contexts.”
In other words, this version of the text was a teaching tool, probably modelling Greek for students. Most example texts are small sections of known texts – having a complete translation of the First Apocalypse of James could reflect the teacher’s love of the account.
The Nag Hammadi library holds immense importance for the understanding of Gnostic culture.
No doubt this more unusual sample will add colourful detail to our impression of the development of Christianity in the first few centuries.
The discovery was announced at the Society of Biblical Literature Annual Meeting in Boston in November.

Croatian president laments ex-general’s death

Croatia’s president says the nation has been “deeply struck in the heart” by the death of an ex-Croat general who died shortly after claiming to have drunk poison as the Yugoslav tribunal convicted him of war crimes during Bosnia’s 1992-95 conflict. Kolinda Grabar Kitarovic said in an address on Thursday that Slobodan Praljak “would rather take his own life than live as a convict for the acts he firmly believed he hadn’t committed,” AP reports. Grabar Kitarovic has denounced the court ruling, which linked Croatia’s wartime leadership with a plan to create a Croat mini-state in Bosnia.

Russia warns against severing ties with N. Korea

It would not be constructive to completely sever ties with North Korea, Russian presidential spokesman Dmitry Peskov told reporters on Thursday. To sever ties with Pyongyang “would be the easiest thing to do,” he said, adding that it would not help to resolve the situation surrounding the country. “We believe that we should pool our efforts to find an answer” to the crisis, TASS quoted the spokesman as saying. Peskov was commenting on a statement by US Ambassador to the UN Nikki Haley, in which she called on all states to sever ties with North Korea and suspend Pyongyang’s voting rights at the UN.

Francis clarion call, action on Rohingya refugee crisis

Pope Francis called Thursday for “decisive” international action on the Rohingya refugee crisis as he began a visit to Bangladesh. More than 620,000 of the Muslim minority have sought sanctuary in Bangladesh after fleeing violence in Myanmar. The pontiff made the comments in a speech shortly after arriving from Myanmar, where he walked a diplomatic tightrope. He stayed away there from mentioning the army’s crackdown on Rohingya Muslims. “None of us can fail to be aware of the gravity of the situation, the immense toll of human suffering involved,” the pope said, as cited by AFP. He praised Bangladesh for taking in the mass exodus across the border into overcrowded makeshift camps.
Pope Francis wrapped up his visit to Myanmar on Thursday with a Mass for young people before heading to neighboring Bangladesh. Francis has so far refrained from speaking out about the Muslim Rohingya refugee crisis out of diplomatic deference to his hosts in Myanmar. The Vatican said the Pope wants to “build bridges” with the predominantly Buddhist nation. However, human-rights groups and Rohingya themselves have expressed disappointment that the pontiff, an advocate for refugees, refrained from condemning what the UN has said is a textbook case of ethnic cleansing, AFP said. Vatican spokesman Greg Burke said Francis took seriously the advice given to him by the local Catholic Church. It urged him to toe a cautious line and not even refer to the “Rohingya” by name during his trip.

NGT Qs,Delhi Govt Inertness

Delhi CM Arvind Kejriwal with complete unaware of Delhi air polluting each day and the voice can be felt across pan global but Delhi rulers more anxious in spreading wings to other states but is awake after the National Tribunal knocks at the desk of CM of Delhi. Within the habit of NPA, non performing assets, ask for more time.
National Green Tribunal today came down heavily on the Delhi government for not filing a comprehensive action plan on ways to deal with severe air pollution in the city and slammed authorities for holding the India-Sri Lanka cricket match despite bad air quality.
During the hearing, the Delhi government said it needed more time to file the action plan as the chief secretary and environment secretary have been recently changed.
A bench headed by NGT Chairperson Justice Swatanter Kumar, however, directed the government to file the report within the next 48 hours.
The tribunal had on November 28 asked the city government and four neighbouring states – Punjab, Haryana, Uttar Pradesh and Rajasthan to submit an action plan on tackling pollution.
The third Test between Sri Lanka and India was disrupted yesterday due to choking smog. The Sri Lankan cricket team had complained of poor air quality that forced India to declare their innings.
The tribunal also pulled up the city government for not introducing odd-even car rationing scheme at this point of time when the air quality is severe.

Qatar to attend summit of GCC

Qatar’s Emir Sheikh Tamim bin Hamad Al-Thani will attend a crucial summit of the Gulf Cooperation Council (GCC) this coming week, Doha’s foreign minister said on Sunday.
Speaking at a forum, Sheikh Mohammed bin Abdulrahman al-Thani said Qatar’s leader had accepted the invitation to attend, amid the region’s worst political crisis in years.
“I will attend the ministerial council tomorrow and the emir will attend the summit,” said the minister.
He added that Qatar had not yet seen the summit agenda, but the current crisis would be discussed at the meeting.
“It is important that the GCC system remains alive,” said the minister.
The Emir received an invitation from Kuwait at the end of last month to attend the GCC summit.
It was the first such invitation during the ongoing and increasingly bitter Saudi-led diplomatic boycott of Doha.
The summit will start on December 5, the six-month anniversary of the start of the crisis.
It was unclear who would represent the other members of the GCC at the gathering.
On June 5, Saudi Arabia, Bahrain, the United Arab Emirates (UAE), and Egypt abruptly cut all ties with Qatar over accusations Doha supported extremism and was close to Iran.
Qatar denies the allegations.
Since the beginning of the crisis, all diplomatic communication between Qatar and the boycotting countries has been stopped.
Founded in 1981, the GCC is a political and economic union that includes Saudi Arabia, Bahrain, the UAE, and Qatar, as well as Oman and Kuwait.
Kuwait and Oman have not taken part in the boycott of the tiny gas-rich emirate, and Kuwait’s Emir Sheikh Sabah al-Ahmad Al-Sabah has acted as a mediator in the crisis.

Korea tensions mount on US-South Korea drill

US-South Korea air exercise,  Pyongyang calling it an “all-out provocation” that could lead to nuclear conflict as a US lawmaker warned of a growing likelihood of “preemptive war” on the divided peninsula.
The five-day Vigilant Ace drill, involving some 230 aircraft including F-22 Raptor stealth jet fighters, begins Monday, five days after the North test-fired an intercontinental ballistic missile believed to be capable of hitting the US mainland in a new challenge to President Donald Trump.
The North’s ruling party Rodong newspaper slammed the upcoming drill.
“It is an open, all-out provocation against the DPRK, which may lead to a nuclear war any moment,” it said in an editorial Sunday, using the North’s official name.
“The US and South Korean puppet warmongers would be well advised to bear in mind that their DPRK-targeted military drill will be as foolish as an act precipitating their self-destruction,” it said.
The commentary was published a day after Pyongyang’s foreign ministry accused the Trump administration of “begging for nuclear war” by staging what it called the reckless air drills.

Egypt premier Shafik still mulling election bid

Former Egyptian prime minister Ahmed Shafik, who returned home from the United Arab Emirates after announcing his bid for Egypt’s presidency, appeared in Cairo on Sunday to say he was still considering his run in next year’s election.
Shafik’s comments on a private Cairo television station came a day after his family said he had been taken from their home in the Emirates and deported back to Egypt, where they said they had lost contact with him until late on Sunday.
Shafik, a former air force chief and government minister, has been seen by critics of President Abdel Fattah al-Sisi as the strongest potential challenger to the president, who is expected to run for a second term next year.
Details about what happened to Shafik between his leaving the UAE on Saturday and his declaration on Sunday were unclear. He made a surprise announcement from the UAE last week that he planned to run in the 2018 election.
“Today, I am here in the country, so I think I am free to deliberate further on the issue, to explore and go down and talk to people in the street,” he said on Sunday.
“There’s a chance now to investigate more and see exactly what is needed … to feel out if this is the logical choice.”
The interview on Dream TV was Shafik’s first public appearance since leaving the UAE on Saturday. His family said earlier they feared he had been “kidnapped”. Sources said he had been picked up by Egyptian authorities at Cairo airport.
Shafik dismissed reports he had been kidnapped.
His lawyer, Dina Adly, wrote on her Facebook page that she had been able to see him at a Cairo hotel and said he was not subject to any investigations. She did not confirm whether he was able to leave the hotel or country.
“I had a meeting with Shafik an hour ago at one of the hotels in New Cairo and confirmed his health,” Adly wrote on Facebook, referring to a suburban area of Cairo.
“He confirmed that his health was good and that he was not subjected to any investigations,” she wrote.
Shafik’s family said earlier he had been taken from their home on Saturday by UAE authorities and flown by private plane back to Cairo.
“We know nothing about him since he left home yesterday,” Shafik’s daughter May told Reuters on Sunday before his reappearance.
“If he was deported he should have been able to go home by now, not just disappear. We consider him kidnapped.”
UAE authorities confirmed he left the Emirates but gave no details.
A source at the Egyptian interior ministry said: “We do not know anything about Shafik. We did not arrest him and we did not receive any requests from the prosecution to arrest him or bring him back.”

Global Education Monitoring (GEM) Report

Dear Media Colleague:
It is my pleasure to inform you that UNESCO New Delhi is planning to organize a national launch and panel discussion on the 2017/8 Global Education Monitoring (GEM) Report at 3 p.m. on Monday, 4 December 2017 at Auditorium Hall, UNESCO House, 1 San Martin Marg, Chanakyapuri, New Delhi, India. The theme of 2017/8 GEMR is “Accountability in Education”.
We are pleased to inform you that there is a strong content in the Report relevant to India; in fact, there are 28 specific mentions of India in the thematic section of the Report as well as several other instances in the monitoring section.
The 2017/8 GEM Report investigates accountability-related issues in education, analyzes how all relevant actors – the international community, government, teachers, schools and parents can provide education more effectively, efficiently and equitably and address global commitments to SDG 4. The thematic section of the Report focuses on the rationale, effectiveness and the intended and unintended consequences of different accountability frameworks in education. In addition to defining accountability in education, the Report also highlights seven approaches to accountability in education: financial, regulatory, professional, performance-based, market-oriented, participatory and national and global accountability. The GEM Reports would continue its assessment of progress towards SDG 4 and its 10 targets as well as other education related targets in the SDG agenda.
I am therefore writing to invite you to the forthcoming launch and panel discussion at 3 p.m. on Monday, 4 December 2017. (At the launch, we would have discussions and interactions focusing on specific sections within the Report (for example, high stakes testing or low fee private schools)).
I look forward to welcoming you at UNESCO House at 2:45 pm on Monday, 4 December.

INTERNATIONAL DAY OF PERSONS WITH DISABILITIES

“Transformation towards sustainable and resilient society for all”
3 December 2017

                                                                               Message of UN Secretary-GeneralAntónio Guterres

Resilience is central to achieving sustainable development. In its pledge to leave no one behind, the 2030 Agenda embodies a commitment to building the capacities of those who face marginalization and exclusion, in order to reduce their vulnerability to economic, social and environmental shocks.

In recent years, the international community has achieved notable progress in advancing the rights of the world’s one billion persons with disabilities. Disability is recognized as a cross-cutting issue in the 2030 Agenda, the New Urban Agenda and the Sendai Framework on Disaster Risk Reduction.

Yet, persons with disabilities remain too often excluded from the design, planning and implementation of policies and programmes that have an impact on their lives. Too often they face discrimination in labour markets and in access to education and other services.

To overcome this challenge, the path towards inclusive, accessible, usable facilities, technologies, infrastructure, services and products must be ensured by, for and with persons with disabilities. We must build on their agency, working together to design, develop and implement affordable and innovative solutions to realize equality for all.

On the International Day of Persons with Disabilities, let us remove physical and cultural barriers, build resilient societies and create opportunities that truly leave no one behind.

DSC_0558

–        Play a part of the event “Think Aasra” organized by Mehar Charitable Society

–        Event organized with the purpose of raising funds for their new endeavour “Aasara”

New Delhi: 4th December, 2017: Mehar Charitable Society, an NGO working on Women’s Issues, organized Think Aasra – a fund raising event at the India Islamic Cultural Centre, New Delhi, today. Collecting money and blessings for Aasra was the goal of the event, one which was highly successful. Screening of Hello Cab a theatrical performance which strengthens women confidence was an integral part of the Event.
The play was much appreciated by the august audience which included the Chief Guest, Shri Vijay Goel, honorable Minister of State for Statistics and Programme Implementation and distinguished Guests like Shri K. C. Tyagi (MP, Rajya Sabha), Shri  Udit Raj (MP, Lok Sabha), Smt. Barkha Shukla Singh (Ex. MLA & DCW Chairperson), Shri Sanjay Beniwal (Special Police Commissioner, Operations and Women Safety), Smt. Harita Mehta (Famous Lawyer & President, Mehar Charitable Society), Shri  Dependra Pathak (Special Police Commissioner, Traffic), Smt. Renu Maingi (Sai Prerna Trust) and Smt. Poonam Khanna (General Secretary, Mehar Charitable Society).

The play Hello Cab produced by New Delhi Performers, and based on the real story of an emancipated Muslim woman who goes on to become the first woman cab driver in Delhi was also enacted by Akanksha and directed by Basab Bhattacharya. The play helps women by bolstering their confidence, guiding them to fight against odds and create a better future for themselves and those around them.

Aasra would be a short stay home for women victims of domestic violence. Alongwith, providing shelter to such women, Aasra will also be empowering them with mental stability, skills development and helping them with employment opportunities. Apart from helping these women with Legal Services, Computer training, Personality Development and Spoken English classes will help the women at Aasra to strengthen their confidence and increase their employability opportunities. If that was not all, Mehar would also help these women with Beautician Courses, Tailoring Courses and open up their employability at an Herbal Cosmetic company and a Jewellery Designing House amongst others.

Mehar Charitable Society which organized the Event is a Non-Government Organization, registered in Delhi under the Societies Registration Act XXI, 1860. It runs Mahila Panchayat as well as the much successful Women’s Helpline – 181. Mehar believes that being part of the society, all of us who are of the privileged class are duty bound to further extend the compassion extended to us by the almighty towards those who are deprived of the basic necessities of life or are destitute.
Mehar has been formed with a vision to serve the humanity, or society at large to make this world a better place to live in for all. Fostering a society wherein women are empowered enough to lead decent life; all children are healthy, happier and enjoy their childhood rights, especially with right to education; and creating sustainable and humane society wherein all living being have access to resources and manage their livelihood.

Don’t just blame the teacher when the system is at fault, says UNESCO
UNESCO’s 2017/8 Global Education Monitoring (GEM) Report highlights the responsibility of governments to provide universal quality education and stresses that accountability is indispensable in achieving this goal. The Report, released today, warns that disproportionate blame on any one actor for systemic educational problems can have serious negative side effects, widening inequality and damaging learning.
“Education is a shared responsibility between us all– governments, schools, teachers, parents and private actors,” said UNESCO Director-General Irina Bokova. “Accountability for these responsibilities defines the way teachers teach, students learn, and governments act. It must be designed with care and with the principles of equity, inclusion and quality in mind.”
Accountability in education: meeting our commitments, the second in the GEM Report series, which monitors progress towards the internationally agreed Sustainable Development Goal for Education (SDG4), looks at the different ways people and institutions can be held accountable for reaching that goal, including regulations, testing, monitoring, audits, media scrutiny, and grass root movements.
The Report demonstrates that blaming teachers for poor test scores and absenteeism is often both unjust and unconstructive. It show, for example, that nearly half of teacher absenteeism in Indonesia in 2013/14 was due to excused time for study for which replacements should have been provided. Similarly, in Senegal, only 12 of the 80 missed school days in 2014 were due to teachers avoiding their responsibilities. People cannot be held accountable for outcomes that depend on the actions of others.
“Using student test scores to sanction teachers and schools makes it more likely they will adjust their behaviour to protect themselves, which may mean leaving the weakest learners behind,” explains Manos Antoninis, Director of the GEM Report. “Accountability must start with governments. If a government is too quick to apportion blame to others, it is deflecting attention away from its own responsibility for creating a strong, supportive education system.”
Whereas transparency would help identify problems, only one in six governments publish annual education monitoring reports. Strong independent bodies such as ombudsmen, parliaments and audit institutions are also needed to hold governments to account for education.
Lack of accountability opens the door to corruption. In the European Union in 2009-2014, 38% of education and training tenders only had one bidder, compared to 16% of tenders in the construction sector, indicating that the risk of corruption is higher in education than in the building industry.
Setting and enforcing regulations ranging from contract tendering to teacher qualifications are also crucial, argues the Report. Fewer than half of low and middle-income countries had standards for early childhood education and just a handful had mechanisms to monitor compliance. There are no regulations on class sizes in almost half of countries.
Government regulations are often too slow to keep up with the fast growth of private schools and universities. In Lagos, Nigeria, only 26% of private schools in 2010/2011 had been approved by the State Ministry of Education. In countries with weak accreditation processes, thousands of students graduate with unrecognized degrees. In Kenya and Uganda, private schools were operating without qualified teachers and with inadequate infrastructure before regulations were put in place and courts shut them down.
There needs to be better regulation of private tutoring, due to be worth over 200 billion by 2020 as a global industry, and a practice that is widening the education gap between rich and poor. In India, in 2007/08 about 40% of urban secondary students received private tutoring, compared with about 26% of rural students. Better-educated households in urban areas with children attending private schools were more likely to pay for private tutoring (Azam, 2016).
Accreditation of private higher education institutions also needs to be better regulated. India has about 1 million rural medical practitioners who are not graduates of accredited schools. Government and court records showed that, between 2010 and 2015, at least 69 of the 398 medical colleges and teaching hospitals had been accused of rigging entrance examinations or accepting bribes to admit students. The regulator recommended closing 24 of the colleges (Clark, 2015).
Where formal mechanisms fail, citizens play a vital role in holding governments to account for meeting their right to education. In Colombia, a citizens’ campaign successfully challenged the government in court leading to the establishment of free education. In the United States, parents and media successfully lobbied for the removal of climate change denial from textbooks, and students in South Africa were able to halt university tuition hikes.
The Report emphasizes the importance of accountability in addressing gaps and inequalities. Globally, less than 20% of countries legally guarantee 12 years of free and compulsory education. There are 264 million children and youth out of school and 100 million young people currently unable to read. In India, a quarter are not completing lower secondary education, there are 266 million adults and 33 million young people unable to read (UNESCO Institute for Statistics).
The Report cites an accountability vacuum with donors not delivering on their aid commitments for those in need. The share of aid to education has fallen for six years in a row. At the same time, donors increasingly demand that in exchange for aid, countries achieve results that sometimes divert energy away from systemic improvements in the education system.
No approach to accountability will be successful without a strong enabling environment that provides actors with adequate resources, capacity, motivation and information to fulfil their responsibilities. The Report calls on governments to:
1. Design accountability for schools and teachers that is supportive and avoid punitive mechanisms, especially those based on narrow performance measures.
2. Allow for democratic participation, respect media freedom to scrutinize education and set up independent institutions to handle complaints.
3. Develop credible and efficient regulations with associated sanctions for all education providers, public and private, that ensure non-discrimination and the quality of education.
4. Make the right to education justiciable, which is not the case in 45% of countries.

Chinese High-speed railway add feather

High-speed rail line linking northwest China’s Xi’an and southwest China’s Chengdu, went into operation Wednesday, slashing the travel time between the two cities from about 11 hours to just 4.
The first high-speed train left Xi’an, capital of northwest China’s Shaanxi Province at 8:22 a.m.. It will make 14 stops before reaching Chengdu, capital of Sichuan Province.
With a designed speed of 250 kph, the train will reduce the travel time between the two cities to four hours and seven minutes. The travel time will be further shortened to just three hours 27 minutes at the end of this year.
The 658-km new line is China’s first rail route running through the Qinling Mountains, which are the natural boundary between north and south China. Served as a natural defense barrier in the ancient times, the Qinling Mountains are famous for its steep terrains and risky roads.
Therefore, the Xi’an-Chengdu railway features many tunnels and bridges and includes a 16-km single tunnel with double tracks, one of Asia’s longest, according to its builders.

Xi Jinping:More opportunities for the world

Xi Jinping said Wednesday that the country will create more opportunities and make a greater contribution for the world.
Xi made the remarks in a congratulatory letter to the 2017 Fortune Global Forum, which opened in the south China city of Guangzhou Wednesday.
In his letter, Xi said China will develop the open economy to a higher level, promote the Belt and Road Initiative, and push for a new pattern of all-round opening up.
Looking forward, he said China will enjoy robust development momentum, the people will have a greater sense of gain and the country will be more integrated into the world.
The president said China’s economy has the foundation, condition and impetus to maintain stable growth and sound momentum.
He reiterated that China will not close its door to the world, and it will only become more and more open, with its business environment becoming more open, transparent and regulated.
China will continue to forge global partnerships, expand the common interests with others countries, further liberalize and facilitate trade and investment, and push for an economic globalization that is more open and inclusive, more balanced, more equitable and beneficial to all, Xi said.

British spies thwart terrorist plot

British intelligence has allegedly foiled a terrorist plot to assassinate Prime Minister Theresa May, one of nine terrorist schemes thwarted so far by UK spies in 2017, local media report. Two men were arrested last week for plotting terrorist atrocities in the UK, British news outlets reported Tuesday. Naa’imur Zakariyah Rahman, 20, from north London, and Mohammed Aqib Imran, 21, from Birmingham, were apprehended during security raids and charged with preparing and assisting in acts of terrorism. They are due to appear before the Westminster Magistrates court Wednesday.
British media outlets reported that the suspects planned to assassinate the British PM at her residence at 10 Downing Street. The planned attack was reportedly revealed by Andrew Parker, head of the United Kingdom’s domestic counterintelligence and security agency (MI5), who briefed Cabinet ministers in London.
The suspects allegedly planned to detonate a homemade improvised explosive device at Downing Street before storming the building to assassinate May. The plot was foiled thanks to the joint efforts of Scotland Yard, MI5, and West Midlands Police, which have pursued the suspects “over several weeks,”according to Sky News.

Jeffrey Feltman, make a 4-day visit to North Korea

UN Under-Secretary-General for Political Affairs, Jeffrey Feltman, will make a 4-day visit to North Korea from Tuesday.
UN spokesman Stephane Dujarric told reporters on Monday that Feltman will meet high-ranking officials in Pyongyang, including Foreign Minister Ri Yong Ho.
The spokesman said that Feltman will have discussions on a broad range of policies but did not elaborate.
At an emergency meeting of the UN Security Council held immediately after the North’s launch of a missile last Wednesday, Feltman reported on his meeting with the country’s UN Ambassador, Ja Song Nam.
Feltman also apparently exchanged views with senior Chinese government officials on North Korea when he stopped in Beijing before traveling to the North.

Mattis urges Pakistan halt terror

Jim Mattis has urged Pakistan to redouble efforts to halt insurgents staging attacks across the border in Afghanistan.
Mattis arrived in Pakistan on Monday for his first visit since assuming his post, meeting with Prime Minister Shahid Khaqan Abbasi and other officials.
Mattis reportedly stressed how Pakistan plays a key role in maintaining the stability of Afghanistan.
A Pentagon statement said Mattis reiterated that Pakistan must intensify its efforts to confront militants and terrorists operating within the country.
He was apparently referring to the Taliban and its allied Haqqani network based in northwestern Pakistan.
Under a new Afghan strategy adopted this year, US President Donald Trump is deploying more troops and expanding airstrikes against the Taliban in Afghanistan.

Moon to visit China

South Korean President Moon Jae-in will visit China next week for talks with his Chinese counterpart, Xi Jinping.
The South’s presidential office said on Wednesday that Moon will visit Beijing and Chongqing as a state guest during a 4-day tour starting on December 13th.
It will be his first visit to China since he took office in May.
Moon and Xi are expected to discuss North Korea’s nuclear program and ballistic missile launches.
The deployment of the US THAAD missile defense system in South Korea is also likely to be on the agenda.
Seoul says the system is aimed at countering North Korean threats.
But Beijing is concerned that its own military activities could be tracked by THAAD’s high-performance radar.

Putin: Immediate resumption of Israeli-Palestinian peace talks

Moscow backs the immediate resumption of direct negotiations between Israel and Palestine on all outstanding issues, including the status of Jerusalem, Russia’s President Vladimir Putin told his Palestinian counterpart Mahmoud Abbas during a telephone exchange Tuesday, according to the Kremlin press service. Russia’s principled position is that only direct dialogue between the Israelis and Palestinians can result in a fair and long-term solution, the press service stated. The two presidents also underlined the importance of the agreement signed by Fatah and Hamas during October talks in Egypt, as it reinforces Palestinian unity.

Hariri rescinds resignation

Lebanese Prime Minister Saad al-Hariri rescinded his resignation on Tuesday, drawing a line under a month-long crisis. It was triggered when he announced from Riyadh that he was stepping down and remained outside Lebanon for weeks. His coalition government, which includes the Iran-backed Hezbollah group, reaffirmed a state policy of staying out of conflicts in Arab states, Reuters reports. Lebanese officials said Saudi Arabia had put Hariri under effective house arrest until an intervention by France led to his return to Lebanon, but both Riyadh and Hariri have denied this.

Kremlin concern on Jerusalem, Israeli capital

Kremlin is concerned about a possible deterioration of the situation in the Middle East if Jerusalem is recognized as the capital of Israel by the US, Russian presidential spokesman Dmitry Peskov said on Wednesday. However, he said that it would be premature to comment on decisions that have yet to be made, according to TASS. Peskov noted that the issue had been discussed earlier during a telephone conversation between Russian President Vladimir Putin and Palestinian leader Mahmoud Abbas. “They expressed concern about the situation and its possible exacerbation,” said Peskov.

13 Soil Scientists to Watch

Food Tank
Greetings from Milan, where I am participating in the Barilla Center for Food & Nutrition’s 8th International Forum on Food and Nutrition. This year, the Forum is focusing on food security, climate change and migrations, and sustainable food systems at the national and local levels.
The conversation continues today – CLICK HERE to check out the live stream!
Today is also World Soil Day, a day to recognize the importance of soil quality for food security, healthy ecosystems, and human well-being. This year’s theme is “Caring for the Planet starts from the Ground”.
The U.N. Food and Agriculture Organization (FAO) asserts that “soils need to be recognized and valued not only for their productive capacities but also for their contribution to the maintenance of key ecosystem services.” Soil not only serves as the basis for food, feed, fuel, and fiber production, but is also central for the provision of clean water, nutrient cycling, and storing carbon.
According to the FAO, the current rate of soil degradation is compromising sustainable agriculture, food security, and the provision of ecosystem services, both now and for future generations. Maria-Helena Semedo of the FAO states that all of the world’s topsoil could diminish within the next 60 years if current rates of degradation continue. Other U.N. and government officials are calling for stronger management of the planet’s soils, stating that it could “make or break” climate change response efforts.
Thankfully, there are many researchers committed to better understanding soil health and promoting sustainable land management practices. This World Soil Day, Food Tank is highlighting 13 soil scientists from around the globe and their vital contributions to soil research and education: Dominique Arrouays, Megan Balks, Borris Boincean, Eric Brevik, Anya Byg, Arnulfo Encina Rojas, Jerry Glover, Maria de Lourdes Mendonca Santos, Alexander McBratney, Pardon Muchaonyerwa, Ashok K. US-India Business Controls or Cooperation – Trump Effects

December05, 2017 (C) Ravinder Singh progressindia2015@gmail.com
Soon after representing India at WIPO Expo’85 I visited Los Angeles in 1985/86 I noticed Bulgaria had no markets but still goods were cheaper and better in quality than India but availability was controlled, in California goods were even Cheaper & First class quality and Hundreds of Choices and options. At a recent BRICS event I observed – ‘A Pilot Cost Me Rs.10, its material was not even Rs.2 but Students assisting me at Expo’85 were ready to pay Rs.100 in Black Market.’
A Packet of Cigarette selling for $0.8 was priced $5 or so in black market. Soviet bloc couldn’t make Pen, Cigarette or Lipsticks 1985, even after disintegration smaller nations were expected to make WEAPONS is unthinkable.
Today it is not Controls but Cooperation and Collaborations that succeed, Apple, Google, Facebook which are not Controlled are Operating all over the World – While US CONTROLLED Manufacturing is Lagging behind. Wealth of USA is $93t or 33% of World’s $280t – and $80t of it financial wealth – to $0.770t for India [Japan $16t and China $14t] yet lagging behind investments in India when Opportunities are in Every Sectorfrom Food Processing to Nuclear Power Plants and US Banks are not Supporting own US Manufacturing. US Foreign Trade inATP is (-) $71b 9mFy17 in full year 1990 was (+) $35b. Goods Trade Deficit was $735b last year. Japan made mistake of promoting Unviable Bullet Train in India – US Consortium could have supported $100b Amritsar-Kolkata bullet train supporting US Construction & Engineering Companies.
While there was no support for Inventors visiting Patent Office in Washington DC – it was huge structure – Science Reference Library in London offered assistance & Photo Copy facility – Summary of Patented products were available in One Page format – I could quickly study 6000 EU Patents Summary in 16 hours.
After Mitsubishi announced Advanced Nuclear Reactor in 2008that operates at 39% Efficiency – 20% to 30% higher than US Reactors – US should have announced Japanese Nuclear Reactors as next standard acceptable to USA and Partnered in its Worldwide Commercialization – It reduced N. Waste Disposal by 30% in producing electricity.
As Technology Expert and WIPO awarded inventor – representing India at Expo’85 in Plovdiv and soon after winter I landed in Los Angeles 1986 – I experienced Totally Controlled Soviet Bloc Nations, restrictions on choice of Foods & Goods, even a citizen’s Holiday Weekend was Controlled by state, India had Fiat 1100 – USSR Produced Lada, also Fiat technology with 1600 CC Engine and Heating, its sale was government controlled. The choice of Breakfast was mainly Omelet, Bread and Honey all seven days in largest hotel.
Los Angeles was totally different – Super Markets in every block were full of All Kinds of Foods sourced from the all over the world. Choice of Cars, including IMPORTS – homes and EVERYTHING available on INSTALLMENTS.
Delhi to Rome route was B-747 both ways, Tu134 and Tu154 for Rome to Sofia route.
Tu134 or Tu154 were produced in USSR owned company restricted sales to mainly Communist Bloc countries.
B-747 were made by Boeing, a Private GLOBALLY TRADED Company [Funded by World & Serving the World] and Jetliners were sold worldwide, Boeing was Sourcing Subsystems from say hundred Private Companies who themselves sourced parts from many thousand Small Companies. Aerospace Companies had developed their own CONTROLS to hide their secrets.
I too in 1978 would get parts of PROTOTYPES made in 5-6 small workshops and assemble them at home, PROTOTYPES were not same as COMMERCIAL SCALE PRODUCT. In filing Patents my objective was MAXIMUM Protect and Minimum Disclosure. TRACK my Inventions in every Patent Gazette.
I worked for 13 weeks at one such Small Aerospace Companyemploying 18 people, 12 working on shop floor – Every time I was asked to finish a Box of Parts in 50 hours – I used to develop tools and finish it in 5 hours.
I wanted assistance of $1m to make VHS about Manufacturing Issues in US Small & Medium factories operating without Qualified Engineers & R&D department since 1986.
This VHS was to be Filmed in 30 days sold to over Million Small & Medium Industries in US and outside @ 1000 each – could have $b business to me – $50b annual gains to US Economy my minimum estimation and similar for rest of the world.
In 1993 UK Commissioned a similar study by PERA Consultingwhich reported Machine Utilization in USA-UK to 60% to 82% for Japan. It didn’t explain the reasons but I was to ‘Explain the Technical Issues in VHS in 1986 and solved Small Industry problems’.
For 31 Years US-UK Industries in particular keep Bleeding when it required just $1m Assistance or Loan to plug many losses.
I had a Book Written about Project Issues in India edited byIndia’s top Patent Attorney in 1985 – Vantage Press in 1986 was$8,000 to publish it, I was not inclined to pay – so US Companies were deprived of IMPORTANT KNOWLEDGE about projects in India.
Ivanka Trump could be promoting US Companies like never before.

Avior Airlines banned from EU skies

Venezuela’s Avior Airlines has been banned from European Union skies after a commission determined it no longer meets international safety standards.
The European Commission announced that Avior had been added to a list of international airlines prohibited from flying within the union because the European Aviation Safety Agency detected unaddressed safety deficiencies.
The Venezuelan airline is one of a handful still offering international flight destinations as major carriers like United and Delta halt operations in the crisis-ridden nation.

NGT holds Art of Living responsible for damaging Yamuna banks

National Green Tribunal today held the Art of Living Foundation of Sri Sri Ravi Shankar responsible for the damage caused to the Yamuna floodplains due to holding of the World Cultural Festival organised by it in March 2016.
A bench headed by NGT Chairperson Justice Swatanter Kumar, however, refused to impose any further environment compensation on the AoL and said the amount of Rs 5 crore which was submitted by it earlier would be used for the restoration of the floodplains.
“We hold AoL responsible for the damage caused to the Yamuna floodplains in terms of the report submitted by the expert committee,” the bench said.
The bench also comprising Justice Jawad Rahim and expert member B S Sajwan directed the Delhi Development Authority (DDA) to assess the damage caused on floodplains and compute cost of restoration in line with the recommendations of the expert panel. The tribunal said that in case if the expenditure of the restoration crosses the cost Rs 5 crore then it would be recovered from the AoL. However, if the costs is less than Rs 5 crore, the remaining amount would be refunded to the foundation, it said.
The NGT also said that Yamuna floodplains should not be used for any activity which can cause damage to the environment. However, it refused to decide whether AoL was authorised to hold the festival on Yamuna floodplains or not saying it is beyond its jurisdiction. The NGT also rapped the DDA for failing to exercise its duty to protect the Yamuna floodplains but refrained from imposing any penalty on it.
Before the pronouncement of the judgement, it was informed that Justice R S Rathore, who had earlier heard the matter had recused from the bench.
The AoL counsel said that they will approach the Supreme Court against the verdict. “We are not in agreement with the verdict. The Art of Living is disappointed with the decision taken by the NGT for damaging Yamuna floodplains during its World Culture Festival.
The expert panel had told the NGT that a Rs 42.02 crore would be required to restore Yamuna floodplains which was ravaged due to the cultural extravaganza held from March 11- 13, 2016. The Green Panel was hearing a plea filed by Manoj Misra who claimed that severe damage was done to the river and the floodplains and it must be restored by authorities concerned. — PTI

US asks Israel to restrain response to Jerusalem move

US has asked Israel to temper its response to the recognition of Jerusalem as its capital, as Washington expects a backlash and is weighing the potential threat to US facilities and people.
State Department yesterday issued a document for diplomats at the US Embassy in Tel Aviv asking them to convey Israeli officials to restrain their official response. The document also stated that Washington expects that there to be resistance to this news in the Middle East and around the world.
The State Department also issued another document yesterday stating that they had formed an internal task force to track worldwide developments following the decision on Jerusalem.
United Nations Security Council has convened a meeting tomorrow in the wake of the US President Donald Trump announcing his decision to recognise Jerusalem as Israel’s capital.
At least eight of the 15 members of the Security Council, including Britain and France, the two permanent members which closely align themselves on most of the global issues joined by other non-permanent members — Bolivia, Egypt, Italy, Senegal, Sweden, Britain and Uruguay asked for a special meeting of the top decision-making wing of the New York-headquartered world body.
The UN Secretary General António Guterres’ is expected to address the Security Council on Friday.

CG Open 2017: Mithun Perera best

Mithun Perera fires six-under-64 to take the opening round honours at CG Open 2017,  Local lad Anil Bajrang Mane shares second with Aman Raj and Vikram Rana, Hole-in-one for Arjun Sharma

Mumbai, December 6, 2017: Sri Lankan Mithun Perera’s classy six-under-64 gave him the opening round honours at the 10th edition of the CG Open being played at the Bombay Presidency Golf Club in Mumbai.

Mumbai’s leading golfer Anil Bajrang Mane too had a terrific start to the week as he carded a five-under-65 to be placed joint second along with Patna’s Aman Raj and Delhi-based Vikram Rana.

Mithun Perera returned to one of his favourite venues in style making 17 greens in regulation and eight birdies. He was off to a flying start with birdies on his first three holes, the 10th, 11thand 12th. The 30-year-old, a winner of five individual titles on the PGTI, then stumbled with a couple of three-putt bogeys on the 13th and 17th.

Perera got his round back on track by picking up three more stokes over the next five holes. He finally ended the day with a flourish, sinking birdie putts from a range of 20 to 25 feet on the seventh and eighth.

Mithun said, “I enjoyed a brilliant start making some tricky birdie conversions early on. That lifted my confidence. I’m also glad that I finished the round well with some long birdie putts on the eighth and ninth. Importantly, I found all fairways today and missed regulation on just one hole. This puts me in a good frame of mind for the remainder of the week.

“I’m looking to end a long victory-drought since my last win on the PGTI came in 2014. I’ve played good golf this year but my putting hasn’t been clicking. But over the last three weeks I’ve started hitting more firm putts and that has helped my scores.

“I love coming back to the BPGC as I’ve always done well here. I once held the course record here after shooting an eight-under-62 at the 2014 LP Cup, a team event that I went on to win. This course suits my game as it requires more accuracy rather than distance hitting. Added to this is the fact that my father Nandasena Perera won the All India Amateur here in 1991. As a result, lots of people know me at this club. So I always have a good feeling playing at the BPGC,” added Perera, currently placed 25th in the PGTI Order of Merit with three top-10s from 11 starts.

Local favourite Anil Bajrang Mane put up a display of some exceptional wedge shots during his round of 65. Mane’s round took off after his birdie chip-in on the 16th. The 36-year-old, who began from the 10th tee on Wednesday, accumulated six birdies over 16 holes before dropping his lone bogey on the eighth.

Anil said, “I definitely have the advantage of playing at my home course. I started with a good round at last year’s CG Open as well but couldn’t maintain the tempo till the end. I would like to carry forward the momentum till the last round this year. The BPGC has always supported me so I really want to do well here in front of my home crowd.

“The chip-in on the 16th really got my round going as everything seemed to fall in place thereafter. I made some quality chip-putts and read the lines well. I’m delighted with this effort because I just got in two days of practice in the last two weeks prior to this event due to a foot injury.”

Aman Raj, a runner-up twice this year, made an eagle, four birdies and a bogey during his round of 65 while Vikram Rana posted the same score, making six birdies, including a chip-in on the fourth, against a lone bogey.

The four golfers bunched in tied fifth place at four-under-66 were Noida’s Pradeep Kumar, Delhi-based Veer Ahlawat, veteran Mukesh Kumar of Mhow and Lucknow’s Sanjeev Kumar.

PGTI Order of Merit leader Udayan Mane of Ahmedabad was a further shot back in tied ninth.

Noida’s Arjun Sharma made a hole-in-one on the 10th en route his round of 69 that placed him tied 29th.

Defending champion Shamim Khan of Delhi struck a 70 to be tied 40th.

Among the other Mumbai golfers in the fray, Akash Modi shot a 71 to be tied 55th while Wilson Raj D Mello returned a 72 to be tied 65th.

Sadiq:Trump change views on Islam

London mayor, however, emphasised the need to be peaceful and not resort to violence while protesting the move.
On being questioned whether he would welcome Trump in the UK, Sadiq said that the US president should not have a state visit and that “we shouldn’t roll out a red carpet for him”.

United States recognises Jerusalem as Israel’s capital

“I’ve been quite clear [about this]; he should not have a state visit. People of London are not his fans. I’ve heard he is visiting London in February, but not on a state visit, so let’s see,” he said.
The London mayor also advised Trump to change his views on Islam and Muslims.
“People say US, UK are best friends,” he said, adding that best friends also call out each other when one is wrong. “So I’m telling US that yes, you’re still my best friend, but you need to change [your stance on Jerusalem].”

Dear Sagar Media Inc,   Our hard earned savings may be in danger!

“Change.org”
Dear Sagar Media Inc,
Our hard earned savings may be in danger! The money you deposit in your bank might be at risk!
The government is tabling a new law in Parliament that will allow a government entity to use depositors money to save a bank on the verge of bankruptcy.
Our hard earned money that we have saved for our children and for our future will be used to ‘Bail-In’ the banks.
This “Bail-in” provision means that say you have 10 lakhs in your account and if the bank is in trouble, it can reduce your 10 lakhs to 1 lakh, and the bank can use the remaining 9 lakhs to save itself.
The bank can also convert your account balance to a fixed deposit, repayable after five years.
Sagar Media Inc, sign my petition and claim rights to your own money.
Our money could be forcibly used to pull out a bank from its financial woes.
And we will not be able to do anything about it. We won’t even be able to challenge that in court!
Sagar Media Inc, Sign this petition now, before this bill is tabledin the winter session of the Parliament next week.
Thank you for your support,

Israeli military deploy in West Bank

Israeli military said it was deploying reinforcements to the occupied West Bank after US President Donald Trump’s recognition of Jerusalem as Israel’s capital. The military said that upon the conclusion of the general staff’s situation assessment, it was decided that a number of battalions will reinforce in the area of the West Bank, as well as combat intelligence and territorial defence.

However, Abbas himself has not made any comments over the visit. On the other hand, the White House has warned that cancelling a planned meeting between Abbas and Pence would be counterproductive.
Meanwhile, Russian President Vladimir Putin said he is deeply concerned by Donald Trump’s decision, the Kremlin said in a statement. In a telephone conversation with Turkish President Recep Tayyip Erdogan, Putin called for the Palestinians and Israel to “hold back” and renew negotiations.
On the other hand, facing global condemnation on the issue of recognition of Jerusalem as the Israeli capital, the White House has defended the decision of President Donald Trump.White House Press Secretary Sarah Sanders told reporters that US is committed to the peace process as ever, and want to continue to push forward in those conversations and those discussions.
When asked whether any other country is planning to follow the US in this regard, Sanders said, she is not aware of any country’s commitment to follow suit on this.

British Prime Minister Theresa may said EU citizens in the UK will be able to go on living as before and there would be no hard border. She said getting to this point had required give and take from both side. May said she expected a formal agreement to be approved at the summit. The agreement paves the way for EU leaders at a summit on 14th and 15th of this month to open the second phase of Brexit negotiations, covering trade talks and a transition period.
The EU had set a deadline of Sunday after the last talks on Monday broke down when May’s Northern Irish allies objected to terms for future arrangements for the Irish border.
Britain voted in June 2016 to become the first state to leave the EU, after more than four decades of membership, but the talks have been slow moving and often acrimonious so far.
